Program Description

The Non-Agricultural Nonpoint Source Planning and MS4 Mapping Grant (NPG) is a competitive, reimbursement grant program that funds planning reports for nonpoint source water quality improvement projects and mapping of Municipal Separate Storm Sewer Systems (MS4s). The program aims to prepare nonpoint source projects for construction and application for implementation funding, and to encourage and support cooperation among regulated MS4s to complete mapping of their stormwater system.

How to Apply

Applications are accepted through the Consolidated Funding Application (CFA) (leaves DEC website) until 4:00 p.m. on July 28, 2023.

Funding Amount

A total of up to $3,000,000 is available for the 2022 round.

Nonpoint Source Planning Reports: Grants of up to $50,000 are available to finance planning services to produce project planning reports, as outlined in each category. Grants of up to $75,000 are available for comprehensive stream corridor studies. There is no minimum award amount. Applicants are limited to a maximum of five applications per round.

MS4 Mapping: For MS4 Operators applying as a collaborative, grants of up to $60,000 per municipality with a maximum grant award of up to $400,000 per MS4 collaborative is available. For MS4 Operators that must apply alone (see Requirements for All MS4 Mapping section for justification required to apply as single municipality), there is a maximum grant award of $75,000. There is no minimum award amount. Applicants are limited to one application per round.

Required Local Match

Applicants are required to provide 10% of the requested grant amount as local match.

Eligible Applicants

Nonpoint Source Planning Reports: Municipalities*; including Indian Nations; Soil and Water Conservation Districts (except for Decentralized Wastewater Treatment Facilities for Failing On-Site Treatment Systems)

MS4 Mapping: Municipalities regulated by the MS4 General Permit; Soil and Water Conservation Districts on behalf of regulated MS4 Operators

*For the purposes of this grant, "municipality" means a local public authority or public benefit corporation, a county, city, town, village, school district, supervisory district, district corporation, improvement district within a county, city, town or village, or Indian nation or tribe recognized by the state or the United States with a reservation wholly or partly within the boundaries of New York State, or any combination thereof.

Information for 2021 Grant Recipients

On March 6, 2023, Governor Hochul announced almost $2 million awarded for 35 Nonpoint Source Planning and MS4 Mapping Grant projects. View the list of projects (PDF). Successful applicants will be required to sign a State of New York Master Grant Contract (MCG) and will be required to comply with statewide, agency, and program terms and conditions and payment reporting requirements as identified in the MCG. Project Work Plan/Budgets

The work plan and budget worksheets below should first be drafted offline (not in Grants Gateway) in coordination with DEC staff. Awardees should then use the completed forms to help enter the project work plan and budget information into Grants Gateway. Grant recipients will receive an email when their contract is available in Grants Gateway.
