Notice of Test Plan Availability
DEC has approved the RED Confirmatory Performance Test (CfPT) plan dated June 10, 2020. The performance test is designed to demonstrate compliance with the dioxin/furan emission standard required by the Maximum Achievable Control Technology (MACT) for the Hazardous Waste Combustors Rule promulgated by the United States Environmental Protection Agency (USEPA), specifically 40 CFR Part 63 Subpart EEE. The facility incinerates solid waste generated from the on-site wastewater treatment plant in accordance with a Title V Permit (DEC Permit #8-2699-00126/00001). The plan also includes information on a performance evaluation (PE) for the continuous monitoring systems (CMSs) and for the continuous emissions monitoring systems (CEMs) to be performed as part of the test.
In accordance with 40 CFR Part 63.1207(e)(2), RED must issue a public notice announcing the approval of the test plan and the location where the test plan will be available for review. The public has 60 days to review.
