License to Use 4-PosterTM Devices

This license allows qualifying applicants to install and maintain 4-PosterTM devices to dispense 4-PosterTM Tickicide onto wild deer as a method for controlling local tick populations. 4-PosterTM devices rely on feeding deer to attract them for treatment. Since deer feeding can create or increase risks (such as deer-car collisions) and ecological problems (such as overcrowding and impacts to vegetation), licensees are required to take steps to prevent their licensed activity from causing such problems.

Eligibility

  • Applications will be accepted from individuals or representatives of municipalities or homeowner associations who, singly or in combination, own and control at least 40 contiguous acres of land that is inhabited by white-tailed deer.
  • The applicant(s) must be one or more of the person(s) who own(s) property included in the application, or be an agent with written permission from the owner(s) of the property(ies) where the device(s) will be located;
  • In accordance with Environmental Conservation Law Article 33, U.S. Environmental Protection Agency and New York State pesticide label requirements, and 4-PosterTM Tickicide manufacturer's instructions, devices must be filled and maintained by a Licensed Pesticide Applicator with Category 8 certification.

License Details

Fee

There is no fee associated with this license.

License Duration

Licenses are valid for up to one year and expire on January 31.

Deployment seasons vary by location. Licensees in Westchester and Rockland Counties, New York City and Long Island will be permitted to deploy 4-PosterTM devices from March through December. Licensees in the rest of the state will be permitted to deploy devices from April through November.

How to Apply

Application Requirements

Applications may be submitted at any time of year.

All applicants should download and carefully read the summary of license conditions (PDF) before applying.

All applications must contain the following in order to be considered complete:

  • Completed and signed application form (PDF);
  • A USGS map of the area where the 4-PosterTM device(s) will be deployed clearly showing each 40-acre treatment area and identifying by mark the location(s) of each device to be deployed;
  • Notation on the map identifying any 4-PosterTM device that will be placed within 300 feet of any dwelling, multiple dwelling, playground, or any other location where children may be present without adult supervision;
  • A table listing the UTM coordinates (UTM zone 18 projection) of each proposed 4-PosterTM device location;
  • A tax parcel map identifying all specific properties that fall wholly or partially within a radius of 745 feet of each proposed 4-PosterTM device location;
  • Consent form(s) (PDF) signed by owners of all the above properties;
  • Written approval of the proposed device locations from the smallest municipality with jurisdiction where the property is located, unless that municipality is the applicant;
  • A written deer management plan that will be implemented in conjunction with the use of 4-PosterTM devices (use provided template (PDF);
  • The name, contact information and license number of the Licensed Pesticide Applicator who will maintain the devices.

Renewal and Reporting

Renewal

The licensee is responsible for the renewal of their license. Licensees will receive a renewal notice in January if they have submitted the required annual report.

Annual Reporting

Licensees must submit an annual report (PDF) prior to December 31 each year the license is active.
