What is the Brownfield Cleanup Program?

New York's Brownfield Cleanup Program (BCP) is designed to encourage private-sector cleanups of brownfields and to promote their redevelopment as a means to revitalize economically blighted communities. The BCP is an alternative to "greenfield" (land not previously developed or contaminated) development and is intended to remove some of the barriers to, and provide tax incentives for, the redevelopment of brownfields. Since its inception (2003), the BCP has catalyzed the cleanup of more than 300 contaminated sites statewide and incentivized redevelopment. There are more than 350 active sites in the BCP.

Additional information on the New York State's Brownfield program is available at NYS DEC's website: http://www.dec.ny.gov/chemical/8450.html.

Chautauqua County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Rauh Aggregate Mine Expansion will not have a significant adverse environmental impact. The action involves an 18.8 acre expansion to their 56.3 acre sand and gravel mine located to the north side of Cassadaga Road, with expansion acreage occurring on both the north and south sides of Cassadaga Road. Mining will occur into the ground water table in the expansion areas and the reclamation objective for the expansion area north of Cassadaga Road is to create a 3.7 acre pond approximately 35 feet deep and farmland and the reclamation objective for the area south of Cassadaga Road is for a 4.4 acre pond approximately 47 feet deep with gently sloping upland areas surrounding the pond. Material mined on the south side of Cassadaga Road will be transported to the process plant located on the north side of Cassadaga Road. The applicant also proposes to include excess topsoil from the creation of ponds as a mineable material; and change the reclamation objective for existing upland areas separating the ponds previously created by mining from additional pond area to now remain as upland areas. The project is located on Cassadaga Road in the Town of Charlotte, New York.
