Negative Declaration
Dutchess County - The Town of Amenia Town Board, as lead agency, has determined that the proposed Local Law Amending Workforce Housing Law and Zoning Code to Preserve & Promote Affordable Housing will not have a significant adverse environmental impact. The action involves a proposal by the Town of Amenia to update the existing Workforce Housing Law and other relevant Zoning Code Sections to: preserve and encourage affordable housing units within the Town; promote the construction of moderate-income housing units within the Town; and clarify the approvals and administrative process within the Workforce Housing Law. The project is located throughout the Town of Amenia, New York.

Dutchess County - The Town of Amenia Town Board, as lead agency, has determined that the proposed Local Law Amending the Comprehensive Plan to Promote Affordable Housing will not have a significant adverse environmental impact. The action involves the Town of Amenia's proposal to add an addendum to the Comprehensive Plan to further promote affordable housing. Since the 2007 Comprehensive Plan Update, the need for workforce and affordable housing continued to grow. The proposed Comprehensive Plan Addendum builds on Goal #4, to "encourage more housing - low, affordable, moderate-income, high-end, and rental - to create a genuinely multi-generational community." Specifically, the Comprehensive Plan Addendum supports the following objectives: preserve and encourage affordable housing units within the Town; promote the construction of moderate-income housing units within the Town; and clarify the approvals and administrative process within the Workforce Housing Law. In support of the above, the Comprehensive Plan Addendum provides updated demographic and economic information, and reports on current housing trends and affordable housing needs. The project is located throughout the Town of Amenia, New York.

Dutchess County - The Town of Dover Planning Board, as lead agency, has determined that the proposed Harlem Valley Homestead will not have a significant adverse environmental impact. The action involves a proposal by the applicant, Harlem Valley Homestead LLC, to create a new agricultural/education center hosting farm stay lodging, educational workshops, retreats, and events (Project) on an approximately 248 acre agricultural property located at 132-147 Old Forge Road in the Town of Dover, New York (Site). The Site is currently an active farm and will continue to include agricultural uses in addition to the uses introduced by the Project. The Project would introduce new site improvements related to the farm stay program and events, including 42 guest units within new and renovated structures, associated hospitality buildings, recreational areas, common infrastructure (on-site public water supply wells and subsurface sewage treatment), stormwater management practices, driveways, and parking areas. The Project also includes the widening/paving of portion of Old Forge Road as well as the reconfiguration of the Old Forge Road / NYS Route 55 intersection. To facilitate the Project, the Applicant applied to the Town of Dover Planning Board for Subdivision, Site Plan, Special Use Permit, Architectural Review Board, and Erosion and Sediment Control Permit approvals.

Orange County - The Village of South Blooming Grove, as lead agency, has determined that the proposed Water System Rehabilitation Project will not have a significant adverse environmental impact. The Village of South Blooming Grove is applying for a Drinking Water State Revolving Fund (DWSRF) grant and plans to have a bond resolution for a bond not to exceed $10,000,000. The Village has chosen to undertake this project to improve their water supply (quality and quantity), replace failing infrastructure and regain compliance with the maximum contaminant levels for iron and manganese in the drinking water. The Village is currently using emergency wells since series of existing bedrock wells have decreasing yields each year. The project is located in the Village of South Blooming Grove, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Ulster County - The City of Kingston Common Council, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Kingston Forward Citywide Rezoning. A public hearing on the Draft EIS will be held on March 23, 2023 at 6:30 p.m. at the City of Kingston City Hall, Conference Room 1, 420 Broadway, Kingston. Written comments on the Draft EIS will be accepted until April 11, 2023. The action involves the adoption of a mandatory citywide form-based code for the City of Kingston. The project is located throughout the City of Kingston, New York.

Notice of Acceptance of Final EIS
Orange County - The Town of Goshen Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Goshen Hospitality. The Final EIS is available from the Town of Goshen Town Hall, 41 Webster Avenue, Goshen, NY; the Goshen Public Library, 366 Main Street, Goshen, NY and on line at: www.townofgoshen.org.
The action involves a proposal by the applicant, Goshen Hospitality, LLC, to construct a hotel, restaurant and office complex on a parcel located with frontage along Cheechunk Road and 6½ Station Road within the Town of Goshen, New York. The property contains 63.3 ± acres. The property is located within the Commercial/Office Mixed-Use (CO) district, and within the AQ-6, Scenic Road Corridor (SR), Stream Corridor and Reservoir Watershed (SC), and Floodplain and Ponding Area Overlay Districts.
