Project Description:
The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve an Air State Facility permit for Mid-Hudson Materials, LLC, New York for a new hot mix asphalt plant. The draft permit includes a cap on production in order to keep emissions below major source thresholds. Major components of this facility include a counterflow drum mixer with a baghouse and return dust system.
By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.
Pursuant to the requirements of Section 7(2) of the Climate Leadership and Community Protection Act (CLCPA), the DEC has requested and received information regarding the facility's consistency with the CLCPA.

The Applicant proposes to cause disturbance within the Hudson River (Class B, Water Index #: H-portion) associated with the replacement of two aging railroad concrete box bridge crossings along the CSX Transportation, Inc. Riverline. Each bridge will be replaced with two 84-inch aluminum structural plate culverts for a total of approximately 5,400 square feet of disturbance. Coffer dams will be installed to provide a dry working area.

The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve an application for modification to existing SDPES Permit NY0281361 to increase the permitted discharge. A new outfall (002), needed due to increased camp population and limitations in the current system, is proposed to add 5,040 gallons per day (gpd) treated sanitary wastewater to groundwater. There is an existing outfall (001) approved onsite for the rest of the facility at 20,710 gpd treated sanitary wastewater to groundwater. The facility is a summer camp. The applicant plans to install septic tanks and absorption fields and construct two new dorms and two new staff houses.
