Project Description:
The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve the application of Aluminum Sulfate ("alum") for a Honeoye Lake Pilot Project to examine alum's effects as a phosphorous inactivant. As proposed, a total volume of 315,691 gallons of alum would be applied within a 965 acre treatment area in the central portion of the lake, greater than 18 feet in depth, in the fall season. As reflected in the draft permit, the maximum allowable alum dosage rate would be 410.5 gallons per acre. Short- and long-term monitoring and reporting would also be required under the permit to determine the treatments effects on water chemistry and aquatic biota. A phosporus total maximum daily load (TMDL) was approved by the US Environmental Protection Agency (EPA) in 2019, requiring nutrient loading be addressed before the lake can be removed from the List of Impaired/TMDL Waters.

Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:
Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
