Negative Declaration

Jefferson County - The Town of Wilna, as lead agency, has determined that the proposed Hamlet of Herrings Wastewater Treatment Facility (WWTF) Disinfection and General Improvements will not have a significant adverse environmental impact. The action involves the addition of New York State Department of Environmental Conservation (NYS DEC) mandated chlorine disinfection to the Town of Wilna, Hamlet of Herrings wastewater treatment facility effluent. 5-oz. tablets composed of 73% calcium hypochlorite will be delivered by a mechanical gravity-fed dispenser. A contact chamber will be used in conjunction with the tablet feeder to ensure adequate mixing and contact time for effective disinfection. These chlorination components will be installed and retrofitted into the existing system. As part of this project, sand will be replaced in each of the four existing sand filters. The dosing station wet well will be replaced with a new HDPE-lined precast concrete structure for longevity and continued performance of the treatment plant. Additional general improvements will be completed as needed at the existing WWTF site owned by the Town of Wilna. The project is located at Arca Street in Carthage, Town of Wilna, New York.
