A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve a permittee-initiated modification to State Pollutant Discharge Elimination System (SPDES) Permit NY0024660 pursuant to 6 NYCRR Part 750.

This is a publicly owned treatment works that discharges 0.1 MGD of treated sanitary wastewater through Outfall 001 to the Pleasant Creek, a Class D water. Treatment consists of a main lift station, extended aeration with a clarifier, and sludge storage. The current permit includes a compliance schedule to implement disinfection at the plant.

The proposed modification extends the compliance schedule to submit approvable engineering plans and specifications by 2 years from May 1, 2021 to May 1, 2023, as well as extend the compliance schedule item to commence operation of the disinfection system by 2 years from May 1, 2023 to May 1, 2025. The written request from the Village is dated April 1, 2022.

Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.

Project Description:

The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve a permittee-initiated modification to State Pollutant Discharge Elimination System (SPDES) Permit NY0110418 pursuant to 6 NYCRR Part 750. 

The facility has a design flow of 0.0393 MGD and discharges treated municipal sewage through outfall 001 to the Sugar River, a Class C(T) water. Treatment consists of two 8,000 gallon septic tanks followed by 4 sand filter beds.

The following changes to the permit are proposed: modification of the Schedule of Compliance to implement disinfection. The submittal date for approvable plans and specifications has been extended by one (1) year, to May 1, 2023.

When a permit is modified, only the aspects of the permit that are modified are subject to public review.
