Project Description:
Rasmussen Gravel Products, LLC, proposes to expand their existing sand and gravel mine from 4.5 to 10.8 acres on land totaling 252 acres. Processing would be done on-site, and stormwater would be stored on the mine floor. DEC wetlands and identified historic resources are excluded from the additional life-of-mine area. After reclamation for agriculture, net loss of farmland in an Agricultural District would be 1.5 acres. A Freshwater Wetland Permit regulating the currently permitted mining area will be reissued to allow creation of a shallow wetland pond and a wet meadow.

State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)
It has been determined that the proposed action is not subject to CP-29.

Project Description:
Syracuse Sand & Gravel proposes to expand the Maiden Lane Mine by approximately 4.6-acres. Mining is currently permitted within a 54.4-acre Life of Mine (LOM). The expansion will increase the LOM to 59-acres. Mining in the expansion area will remain above the seasonal high-water table. The mine will be reclaimed as two ponds and vegetated upland areas.
