Notice of Acceptance of Draft EIS and Public Comment Period
Albany County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed P&M Offshore Wind Infrastructure (POWI) Project. Written comments on the Draft EIS will be accepted until February 25, 2022. The action involves site and infrastructure improvements (upland and waterway) at the existing Port of Coeymans facility (located at Hudson River Mile 134) to service the offshore wind industry supply chain. Infrastructure improvements include a new 400 foot long by 70 foot wide concrete wharf, breasting dolphins, and 230,800 square foot of dredging to -34' below Mean Low Water with 156,000 cubic yards of fill to be removed. Existing structures within the POWI Project area will be removed and replaced with offshore wind manufacturing structures and staging areas. Once constructed, POWI Project operations will include fabrication, staging, and load out of heavy offshore wind components, including but not limited to blades, nacelles, steel and concrete platforms, anode cages, foundation jackets and monopiles via the new wharf and berth. The POWI Project will also provide berth to deep draft vessels and other craft used for supply, support and maintenance of offshore wind projects. Should a need arise in the future, POWI Project operations could also include fabrication, staging, and load out of Gravity Based Structure (GBS) units.
The applicant has submitted permit applications to NYS DEC for the site and infrastructure improvements. The applications are currently under review and a separate public comment period will be provided when those applications are determined to be complete by NYS DEC.
The project is located at 2170 River Road in the Town of Coeymans, New York.
