Negative Declaration

Jefferson County - The Town of Rutland Planning Board, as lead agency, has determined that the proposed Felt Mills Solar will not have a significant adverse environmental impact. The action involves a proposal by the applicant to develop a ground mounted solar photo-voltaic array system. The project is located at 31606 Felt Mills Road in Felts Mills, Town of Rutland, New York.

Lewis County - The Village of Lowville, as lead agency, has determined that the proposed Groundwater Project Phase I will not have a significant adverse environmental impact. The action involves the development of two groundwater wells and distribution of the new water source to an existing Water Treatment Plant. The action was previously considered and on June 19, 2019 it was determine to be a Type 1 Action and Negative Declaration declared. The project was amended to add a building and add to the list of involved agencies that were previously omitted. The project is located in the Village of Lowville, New York.
