Negative Declaration

Putnam County - The New York State Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has determined that the proposed Phragmites Control at Clarence Fahnestock Memorial State Park will not have a significant adverse environmental impact. The action involves the control or eradication of Phragmites from multiple wetlands in an effort to improve habitat and prevent future spread of Phragmites into other locations where it is currently absent. This project is focused on 9 different Phragmites australis (Common Reed) stands occurring in 5 different wetlands throughout Clarence Fahnestock Memorial State Park in Putnam County (within the towns of Kent, Philipstown and Putnam Valley).These wetlands also provide potential or known habitat for several Rare, Threatened, or Endangered species, and promoting the growth of native vegetation would improve the quality of these habitats. Phragmites provides few ecological benefits compared to a native and diverse wetland. It out-competes native vegetation and provides little to no food or shelter for most wetland-dependent wildlife. Phragmites mounds can eliminate natural channels and pools that are valuable to young fish and other species. Most of the treatment areas have large monocultures of Phragmites, but some areas are only in the early stages of infestation. The Phragmites will be treated with an aquatic approved pesticide, Rodeo (glyphosate), and will be applied by a New York State certified pesticide applicator. The project is located in the Town of Putnam Valley, Philipstown and Kent, New York.

Ulster County - The Town of Olive Planning Board, as lead agency, has determined that the proposed Sahler Mill Farm LLC Subdivision will not have a significant adverse environmental impact. The action involves a thirteen (13) lot residential subdivision situate on 64.3 ± acres. Lots will range in size from 3.01 acres to 10.81 acres within the Residential/Exurban one acre minimum Zoning District. The project is located adjacent to Lower Sahler Mill Road and the intersection of Wynkoop Road in the Town of Olive, New York.

Positive Declaration

Ulster County - The Town of Kingston Planning Board, as lead agency, has determined that the proposed 850 Route 28, LLC may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposal by the applicant, 850 Route 28, LLC, to convert a previously disturbed former rock mine and existing contractor's storage yard to a structural steel and precast concrete manufacturing facility on a parcel that contains 110.6 ± acres. The project is located with frontage along New York State Route 28 within the Town of Kingston, New York.

Notice of Acceptance of Draft SGEIS and Public Hearing

Dutchess County - The Town of LaGrange Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed 2005 Comprehensive Plan Amendment and Proposed Zoning Changes. A public hearing on the Draft EIS will be held on August 25, 2021 at 7:00 p.m. at the Town of LaGrange Town Hall, 120 Stringham Road, LaGrangeville, NY 12540. Written comments on the Draft EIS will be accepted until September 8, 2021. The Draft EIS is available from the LaGrange Town Hall, 120 Stringham Road, LaGrangeville, NY 12540 and on line at: http://www.lagrangeny.gov/.

The action involves the adoption of amendments to the 2005 Comprehensive Plan and amendments to the Town Zoning Map to change two (2) parcels west of the Taconic State Parkway on State Route 55 from the Town Center-Business (TC-B) District to the Commercial (C) District and 16 parcels east of the Taconic State Parkway on State Route 82 and 55 from the General Business (GB) District to the Commercial (C) District. In addition, a portion of a 68.5 acre parcel in the Residential Low Density (RLD) zoning district, approximately 0.50 acres, would be rezoned to the Commercial (C) District. A total of 19 parcels are proposed to be rezoned to the Commercial (C) District. The project is located along State Route 55 and 82 in the town of LaGrange, New York.
