Project Description:

The applicant is proposing disturbances to Oquaga Creek [NYS Water Index #: D-71-10, Class C(T)] in association to a stream stabilization project to reduce erosion and subsequent lateral stream migration adjacent to an existing farm field. The proposal includes the following: installation of rock rip rap along two sections of the stream (200-linear-feet and 330-linear-feet sections) that are experiencing high erosion; two stream channel grade features (rock glides) at the upstream and downstream limits of the project; and three flow deflector vanes to push the thalweg towards the middle of the channel and away from the eroding banks. Proper erosion and sedimentation controls will be implemented to protect downstream water quality, including a pump around system to pass clean water through the project site. The project is located 0.4 mile upstream of the I86 Bridge between NYS Route 41 and Old Plank Road, in the Town of Sanford, Broome County.

The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant is proposing to mitigate a severely eroded and incised section of Fuller Hollow Creek (NYS Water Index #: SR-41, Class C) via installation of heavy rock fill within approximately 650-linear-feet of the waterbody as stream channel and streambank stabilization measures. The rock fill will be installed to properly size the channel, roughen the stream channel for flow velocity dissipation, and increase erosion resistance through the stream reach. The proposal also includes grading the upper elevations of the streambank to a more stable slope and vegetative plantings to assist in erosion control. An Individual Section 401 Water Quality Certification is required for the proposed actions. The project is located between Lehigh Avenue and Murray Hill Road, in the Town of Vestal, Broome County.

Project Description:

The applicant is proposing to modify the existing water withdrawal permit for the Town of Newfield Public Water System to allow the connection of Pine Circle Well 4 to the Pine Circle Wellfield. The connection of Well 4 will provide redundancy to the system to maintain uninterrupted distribution of potable water in the event of failure of any of the existing wells. The proposal also includes increasing the taking of groundwater to 350,000 gallons per day (gpd) from all sources for anticipated demand increases based on projected population growth.
