Negative Declaration

Suffolk County - Suffolk County, as lead agency, has determined that the proposed Revised Indian Island Tidal Wetland Restoration Project will not have a significant adverse environmental impact. The action involves a revised tidal wetland restoration project to be located in an area of Indian Island County Park that was a historic tidal wetland but was filled with dredge spoil material in the 1960s and 1970s. As part of the project planning process, soil sampling was completed and the results were analyzed by the New York State Department of Environmental Conservation to inform the project design process. To restore the tidal wetland, the project proposes to dredge the old channel between Terry's Creek and the historic tidal wetland area in the interior of the park and to install a box culvert beneath an existing Park roadway. The excavated soil will be placed adjacent to the channel in a berm and new clean fill material will be brought to the site to cap the berm and the bottom of the new channel. The proposed channel and adjacent area will be planted with native wetland species. In addition to the environmental benefits associated with this tidal wetland restoration, this project is also intended to reduce the need for larviciding in the project area to control mosquitos. The project is located in the Indian Island County Park on Cross River Drive (County Road 105) in the Town of Riverhead, New York.

The action involves revisions to the Suffolk County Shellfish Aquaculture Lease Program in Peconic Bay and Gardiners Bay (Lease Program) resulting from the Ten Year Review of the Lease Program. The Lease Program is authorized in Chapter 475, Article II of the Suffolk County Code. The 10 Year Review revisions to the Lease Program include: a reduction in the area of cultivation zone based on current environmental and socio-economic conditions, the addition of several small areas to the cultivation zone outside of the 2009 Shellfish Cultivation Zone limits and the continuation of current lease issuance limits. The Ten Year Review, required under County Code, was performed to evaluate and identify potential modifications to the existing Shellfish Cultivation Zone based on current environmental conditions and administrative experience gained during the initial ten years of the Lease Program. The project is located in the underwater lands in Peconic Bay and Gardiners Bay, Suffolk County, New York.
