Project Description:

The applicant is proposing disturbances to the bed and banks of Wylie Brook [NYS Water Index #: SR-123, Class C(T)] associated with the installation of stream stabilization measures to mitigate severely eroded sections of the waterbody. The proposed activities include the following: utilization of heavy rock fill for streambank stabilization and within stream channel restoration features; re-alignment of a section of the stream into a historic channel; the removal of an old bridge abutment directing stream flow against an eroding streambank; and the re-establishment of woody vegetation through the stream corridor. Proper erosion and sediment controls will be implemented to protect downstream water quality, including a pump around system to pass clean water through the project site. The project is located between NYS Route 235 and Davey Mendenhall Road, north of Joslyn Road, in the Town of Coventry, Chenango County.

As depicted on plans, installation will occur via HDD Bore, tractor and plow, vibrating pick, and open trenching.

Project Description:

The Department has made a tentative determination to issue a State Pollutant Discharge Elimination System permit to the City of Syracuse to treat Skaneateles Lake with the algicide, EarthTec, to decrease the density of microcystin-producing cyanobacteria that contribute to harmful algal blooms near the City's drinking water intakes. The use of EarthTec would occur in the northern portion of the lake, extending 750 ft waterward from the shoreline along a 36,850 ft length of shoreline stretching from the DEC Boat Launch (Fire Lane 15) on the western shoreline of the lake, along the northern shoreline to the eastern shoreline of the lake to Kingston Brook (south of the Skaneateles Sailing Club). The use of EarthTec would occur no more than twice per calendar year within this shoreline treatment area and would be limited to specifications on the product label. The City would provide pre-treatment notification 48 hours prior to an EarthTec application to the state officials, local officials, beach/resource managers, the Skaneateles Lake Association, and to riparian owners and users. The City would also provide daily post-treatment monitoring of microcystin concentration and would notify local and state health departments if the microcystin concentration were at or above the 4 microgram per liter threshold for re-opening a swimming area.

The Department's tentative determination is subject to public review and comment, and comments may be submitted to the DEC contact person below by the comment deadline. In addition, requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.
