Notice of Acceptance of Draft EIS and Public Hearing

Kings County (Brooklyn) - The New York City Planning Commission, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed 960 Franklin Avenue. A public hearing on the Draft EIS will be held on July 29, 2021 at 10:00 a.m. at the New York City Planning Commission Hearing Room, Lower Concourse, 120 Broadway, New York, NY, and will be accessible remotely at: https://www1.nyc.gov/site/nycengage/index.page. Written comments on the Draft EIS will be accepted until August 9, 2021. The Draft EIS is available from the New York City Department of City Planning, Environmental Assessment and Review Division, 120 Broadway, 31st Floor, New York, NY 10271 and on line at: https://www1.nyc.gov/site/planning/applicants/env-review/960-franklin.page.

The action involves a request by the applicant, Franklin Ave. Acquisition LLC, for a series of land use actions that would facilitate the development of two, 39-story mixed-use buildings comprising approximately 1,369,314 gross square foot(1,151,671 Zone of Siting Feasibility) mixed-use commercial/residential development on the block bound by Montgomery Street, Franklin Avenue, Sullivan Place, and Washington Avenue, on the eastern side of the Franklin Avenue subway shuttle right-of-way, in the Crown Heights neighborhood of Brooklyn Community District (CD) 9, New York. The Development Site is comprised of Brooklyn Block 1192, Lots 41, 46, 63 and 66. The Proposed Rezoning Area also includes Lot 40 and parts of Lots 1, 77 and 85. The actions include a zoning map amendment from R6A to R9D and R9D/C2-4; a zoning text amendment to establish a Mandatory Inclusionary Housing (MIH) area; a special permit to establish a large-scale general development; and a special permit to waive parking requirements. The project approvals would also require recordation of a Restrictive Declaration, Public Access Agreement and (E) Designation (E-586).

New York County (Manhattan) - The New York City Planning Commission, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed New York Blood Center - Center East. A public hearing on the Draft EIS will be held on July 29, 2021 at 10:00 a.m. at the New York City Planning Commission Hearing Room, Lower Concourse, 120 Broadway, New York, NY, and will be accessible remotely at: https://www1.nyc.gov/site/nycengage/index.page. Written comments on the Draft EIS will be accepted until August 9, 2021. The action involves a proposal by the applicant, the New York Blood Center, for several discretionary actions to facilitate the Proposed Project, an approximately 596,200 gross square foot commercial and community facility laboratory building with related offices on the site of the Applicant's existing building at 310 East 67th Street, Block 1441 Lot 40 (Development Site). The Development Site is located on the Upper East Side bounded by East 66th Street and East 67th Street and First Avenue and Second Avenue in Manhattan, New York. The Development Site is part of a larger Rezoning Area, which includes Block 1441, Lots 1001-1202, and Block 1421, p/o Lot 21. To facilitate the Proposed Project the Applicant seeks the following actions from the New York City Planning Commission: a zoning map amendment to rezone the Development Site from R8B to C2-7; designation of the Development Site for Mandatory Inclusionary Housing; to rezone the remainder of the Rezoning Area (Block 1441, Lots 1001-1202 and the eastern 100 feet of Block 1421, p/o Lot 21) from C1-9 to C2-8; a zoning text amendment to ZR Section 74-48; and a special permit pursuant to the amended Section 74-48 to modify various sections of the ZR.

New York County (Manhattan) - The New York City Deputy Mayor for Housing and Economic Development (NYC HED), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed 495 11th Avenue. A public hearing on the Draft EIS will be held on July 28, 2021 at 10:00 a.m. at 120 Broadway, Lower Concourse, New York, NY 10271, and is accessible both in person and remotely. Written comments on the DEIS will be accepted by the lead agency until 5:00 p.m. on Monday, August 9, 2021. The Draft EIS is available from the contact listed below and on line at: https://a002-ceqraccess.nyc.gov/ceqr/.

The action involves a proposal by the applicants, 495 11 Avenue Owner Realty LLC and the New York City Economic Development Corporation for a series of discretionary approvals, including a zoning map and zoning text amendments to rezone the Project Site, and to establish a new subdistrict to the Special Hudson Yards District, to facilitate the redevelopment of a site located at 495 Eleventh Avenue (Block 685, Lot 38) in Manhattan Community District 4, New York. The New York City Police Department (NYPD) and New York City Department of Citywide Administrative Services are also Co-Applicants on a combined application to acquire and select the Project Site as a permanent garage for NYPD vehicles. These discretionary actions are collectively referred to as the Proposed Actions. Specifically, the redevelopment would result in an up to approximately 703,529 gross square foot, mixed-use development comprised of residential dwelling units (DUs), community facility space comprised of supportive housing DUs, commercial office and retail supermarket spaces, a hotel, a restaurant, amenities, and vehicle and equipment storage. The NYC HED is the lead agency for this environmental review.
