Project Description:

The project sponsor proposes to disturb 0.82 acres of the state regulated 100 foot adjacent area of NYS Freshwater Wetland PV-67 ( Class II) in order to expand an existing warehouse and parking area. The adjacent area disturbance includes a portion of the addition, asphalt, retaining wall less than 4' in height, two light poles, approximately 35 linear feet of curbing, vegetative plantings, stormwater catch basin, HDPE and PVC pipe. Sponsor will also be obtaining a SPDES General Permit for sanitary wastewater discharge to groundwater from onsite septic.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to construct two stormwater management features with the goal of reducing phosphorus loading within the NYC East of Hudson Watershed. Specific activities includes the installation of porous pavement, which will replace existing onsite paved parking lots, and a bioretention filter in a lawn area. This action will create approximately 3,250 square feet of disturbance to the 100-foot adjacent area of NYS Freshwater Wetland BR-14, Class 3. No disturbance to the wetland is proposed.

Project Description:

A permit has been issued to the applicant for disturbances to NYS Freshwater Wetland W-5, Class 1, and the Saw Mill River [Water Index Number H-4, Class B(T)] to address flooding on the Saw Mill River Parkway by raising and reconstructing approximately 7,600 linear feet of pavement and replacing two bridges. For phase 1 of the bridge replacements, a modification to the permit was granted for the addition of two temporary gravel access roads and stream crossings to safely replace the bridges. The applicant has requested an additional modification for phase 2, for two additional temporary gravel access roads and stream crossings. This modification will result in approximately 40 linear feet of additional temporary disturbance to the Saw Mill River, approximately 1,016 square feet (0.023 acres) of temporary disturbance to the Freshwater Wetland, and approximately 945 square feet (0.021 acres) of temporary disturbance to the 100-foot adjacent area. The sites will be restored to their original condition when the temporary access roads and stream crossings are removed. In addition, the mitigation area will use seeds instead of planting plugs to improve survivability and overall coverage.
