Project Description:

The Department has prepared a draft permit and made a tentative determination to approve, subject to public comment or other information, this application for the construction and operation of a renewable energy (Anaerobic Digester) facility. The renewable energy facility will convert raw food waste and grease trapping waste to pipeline quality renewable natural gas (RNG) that will be injected to the National Grid pipeline. Two (2) internal combustion engines will burn natural gas fuel to cogenerate 3,000 kilowatt (kW) of electricity in parallel with the grid. The engines will have both selective catalytic reduction (SCR) and oxidation catalysts. There will be one Thermal Oxidizer (5.4 MMBtu/hr) to incinerate waste (tail) gas as the control device for gas treatment equipment . There will also be two (2) flares, which are used as a control for the biogas when it cannot be beneficially upgraded to natural gas quality for pipeline injection or in the event of an overpressure event in the digesters relieving to these flares. Three (3) exempt Emergency Hot Water Boilers (4.2 MMBtu/hr each) will also be installed to meet the process heating requirements if the heat recovery on the engines (Combined heat and power- CHP) are not available to produce hot water. These boilers will be capable of burning both natural gas and biogas.

Annual total emissions of oxides of nitrogen (NOx), carbon monoxide (CO) and volatile organic compounds (VOCs) are capped below major facility thresholds.

Pursuant to the requirements of Section 7(2) of the Climate Leadership and Community Protection Act (CLCPA), the Department has requested and received information regarding the project's consistency with the CLCPA.

The application and draft permit are available for review at the Region 1 office in Stony Brook.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes to provide stormwater treatment and management and improve the function of the northern end of Pipe Stave Hollow Road and intersection with Harbor Beach Road adjacent to the northeast corner of Mount Sinai Harbor. Approximately 2,030 linear feet of Pipe Stave Hollow Road from #430 north to the intersection with Harbor Beach Road, and 515 linear feet of Harbor Beach Road will be reconstructed and raised. Install a rock revetment along 1,100 linear feet of shoreline on the west side of Pipe Stave Hollow Road. Install 1,670 linear feet of vegetated drainage swales and new bio-retention areas to collect, recharge, and treat stormwater runoff prior to discharging to the harbor. Approximately 5,800 square feet of vegetated tidal wetlands will be impacted, and 6,000 square feet of new tidal wetland vegetation will be planted. The project is located at Pipe Stave Hollow Road and Harbor Beach Road, Mount Sinai, Town of Brookhaven, Suffolk County.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
