Lewis County - The New York State Department of Environmental Conservation NYS DEC), as lead agency, has determined that the proposed Mining Permit Application Submitted by the Town of Lyonsdale will not have a significant adverse environmental impact. The action involves a proposal by the applicant to develop and operate a 12.4 acre surface sand and gravel mine. The proposed Life of Mine (LOM) area would include 12.4 acres of land on a 24 acre parcel owned by the applicant. The project site is located directly behind the town garage, approximately 1,000 foot south of the River Road/Moose River Road intersection in the Town of Lyonsdale, New York. The mine is intended to operate as a traditional surface sand and gravel mine. Topsoil, subsoil, and overburden will be stripped and stockpiled in berms and stored along the perimeter of the affected area for visual barriers, erosional control structures, and for future reclamation use. Mineral processing will consist of screening, and occasional crushing. Air pollution permits will be obtained if maximum processing rates for the screen and crushing operations exceed 150 tons-per-hour (TPH). Mining is not proposed below the local water table. Final reclamation objectives will restore the area to a re-vegetated open land. The reviewed life-of-mine area is 12.4 acres.
