Negative Declaration

Orange County - The Town of Deerpark Planning Board, as lead agency, has determined that the proposed Little Pond Solar, LLC will not have a significant adverse environmental impact. The action involves the construction and operation of a new 20 ± MW PV solar array and will include clearing and grubbing vegetation, trenching, installation of silt fences and construction of bioretention areas for stormwater management, construction of concrete equipment pads and a blended stone access road, installation of mounting systems, solar panels, transformers and security fencing, reseeding cleared areas, landscaping for visual screening and ongoing site maintenance. The project is located at 181 Whitehead Road in Sparrow Bush, Town of Deerpark, New York.

Rockland County - The Village of Upper Nyack Board of Trustees, as lead agency, has determined that the proposed Adoption of Comprehensive Plan will not have a significant adverse environmental impact. The action involves the adoption of the Village wide Comprehensive Plan. The project is located throughout the Village of West Nyack, New York.

Orange and Rockland Counties - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has determined that the proposed Management Plan for Human-Bear Conflicts in Harriman and Bear Mountain State Parks, 2021 - 2025 will not have a significant adverse environmental impact. Black bear populations in New York State have been increasing and expanding over the past several decades. This has led to an increase in the number of human-bear interactions and an associated increase in the number of human-bear conflicts.

NYS OPRHP proposes, through the creation of a management plan, to preserve Harriman and Bear Mountain State Parks as a safe environment where the public can enjoy nature. Park management will use science-based methods, sound management techniques, and public education as tools to support a black bear population while minimizing human-bear conflicts The project is located in all of Harriman and Bear Mountain State Parks in the Towns of Haverstraw, Highlands, Monroe, Ramapo, Stony Point, Tuxedo and Woodbury, New York.

Positive Declaration and Availability of Draft Scope

Westchester County - The Town/Village of Harrison Planning Board, as lead agency, has determined that the proposed 2700 Westchester Avenue Redevelopment may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The Draft Scope is available from contact listed below and on line at: https://www.harrison-ny.gov/planning-board.

The action involves a proposal by the applicant to redevelop the 2700 Westchester Avenue office building and associated surface parking into a 69 unit luxury townhouse community. The proposed redevelopment would be largely confined to the existing improved area on the 2700 site and would avoid encroachment into surrounding environmentally sensitive features. In order to effectuate the redevelopment, the Applicant proposes to expand the applicability of the "SB-0 Multifamily" use to properties zoned SB-0 that are outside the "teardrop" area of the Town. The Applicant also proposes to subdivide the 2700 office building and its parking from the 2500 Westchester Avenue office building and its parking. The project is located at 2700 Westchester Avenue in the Town of Harrison, New York.

Positive Declaration, Availability of Draft Scope and Public Scoping Session

Dutchess County - The Town of Pine Plains Planning Board, as lead agency, has determined that the proposed Hudson Valley Project may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The Draft Scope is available from the Pine Plains Town Hall (Front Desk), 3284 Route 199, Pine Plains, NY 12567; the Pine Plains Free Library, 7775 South Main Street, Pine Plains, NY 12567 and on line at: https://www.pineplains-ny.gov. Public scoping sessions on the Draft Scope will be held on July 21, 2021 at 6:30 and July 31, 2021 at 9:00 a.m. at the Stissing Mountain High School, 2829 Church Street, Pine Plains, NY 12567. Written comments on the Draft Scope will be accepted until 4:00 p.m. August 10, 2021.

The action involves a proposed residential conservation/cluster subdivision located partially in Pine Plains (237 residential lots on 2,655 acres) and partially in Milan (51 lots on 445 acres). A new wastewater treatment plant and a new water treatment plant will be located in Pine Plains. The Draft EIS will also consider a project alternative which includes a resort in the Town of Pine Plains as part of the overall project, to be located on a lot to be created as part of the subdivision. The project is located on the north and south sides of NYS Route 199 and Stissing Mountain Road; on the east and west sides of the Taconic State Parkway, Hicks Hill Road, and Sherwood Road in the Towns of Pine Plans and Milan, New York. Existing public roads pass through the project site north of Route 199, including Ferris Lane/Woodward Hill Road and Mt. Ross Road (County Route 50).

Notice of Acceptance of Draft GEIS and Public Hearing

Westchester County - The Town of North Castle Town Board, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Airport Campus. A public hearing on the Draft GEIS will be held on July 28, 2021 at 7:30 p.m. at the Town of North Castle Town Hall, 15 Bedford Road, Armonk, NY 10504. Written comments on the Draft GEIS will be accepted until September 30, 2021. The Draft GEIS is available from the North Castle Library Armonk Branch, 19 Whippoorwill Road East; the North White Plains Branch, 10 Clove Road and on line at: https://www.northcastleny.com/home/pages/airport-campus.

The action involves a proposal by the Applicant to repurpose and redevelop the approximately 38 acre site known as 113 King Street within the Town of North Castle, New York (Project Site), which is currently improved with approximately 261,000 square foot of office space in two buildings. Efforts over the past ten years to lease the Site's office buildings have been unsuccessful. As such, the Applicant proposes to re-use the northernmost existing office building as a hotel, construct a new 151 unit multi-family building, construct 22 townhouse units, and re-occupy the southernmost existing office building with office tenants (Proposed Project). The 5 story multi-family residential building is proposed to be located to the north of the existing northern office building and would be built on top of 3 stories of structured parking, one of which would be below grade. In the northern portion of the Project Site, the Applicant proposes to construct 22 townhouses. The Applicant would provide affordable housing on-Site in accordance with the requirements of the Town Code. Vehicular access to the office, hotel, and multifamily uses would be from the existing signalized driveway intersection with King Street. Vehicular access for the townhouses would be from Cooney Hill Road.

In addition to the Site's existing improvements, site plan approvals in full effect allow for the construction of an additional 165,000 square foot of office space, 53,000 square foot of amenity space, a 20,000 square foot meeting house, and a 1,000 space parking structure on the Site. The Proposed Project is being advanced in lieu of these currently permitted improvements. The Project Site is located within the Town's "Designed Office Business 20A" (DOB-20A) Zoning District. To develop the Site as proposed, the Applicant has petitioned the Town of North Castle Town Board for amendments to the Town's Zoning Code to permit multi-family, hotel, and townhouse uses on the Site as special permit uses and to provide bulk and density requirements for those uses (Proposed Zoning). The Applicant has also applied to the Town Board for approval of a Preliminary Development Concept Plan (PDCP) and Special Permit approval, which would allow for the subsequent preparation of a detailed Site Plan and subdivision application to construct the Proposed Project.

Notice of Acceptance of Final GEIS

Rockland County - The Village of Haverstraw Village Board, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Adoption of the 2020 Comprehensive Plan, 2020 Local Waterfront Revitalization Plan (LWRP) and Local Laws. The Final EIS is available from the contact listed below and on line at: https://voh-ny.com/comprehensive-plan/.

The action involves the adoption of a Comprehensive Plan, Local Waterfront Development Program and amendments to the Village Code implementing policy recommendations of the Plan. Funded in part by the New York State Climate Smart Communities Program and the New York Department of State the Village's Comprehensive Plan and LWRP seek to revitalize an urban Village by improving housing choice and focusing development density on grayfield and abandoned sites. The Plan and LWRP focus primarily on sustainability and resiliency for the waterfront Village by emphasizing green infrastructure, walk and bike-ability and social cohesion. The project is located throughout the Village of Haverstraw, New York.
