Project Description:
The Department has prepared a draft permit and made a tentative determination, subject to public comments or other information, to approve the application to modify the Title V permit to authorize increased fiberglass manufacturing. The Owens Corning Delmar Plant operates two fiberglass production lines (DM-1 and DM-2) and associated supporting systems. With this Title V permit significant modification application, Owens Corning is proposing to increase fiberglass production on the DM-1 line to 65,700 tons per year. This change will not require any physical changes or modifications to the DM-1 line but will result in increasing an existing permit limitation on total annual throughput. Permit conditions will also be updated to reflect the results of emission testing of hydrogen fluoride.
This permitting action constitutes a significant modification. Pursuant to the requirements of Section 7(2) of the Climate Leadership and Community Protection Act (CLCPA), the Department has requested and received information regarding the project's consistency with the CLCPA.
In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:
The applicant proposes to apply the herbicide Clearcast within Small Pond, a mapped NYS Regulated Freshwater Wetland CO-11 (Class 2 wetland), for the control of Phragmites australis, an invasive weed. A maximum of one acre of the 8.4 acre lake will be treated for the purpose of maintaining the existing walking trail, and existing boardwalk that is located along Small Pond. Project Description:
Rehabilitation/replacement of approximately 2,950 linear feet of 12" diameter water main line that was frozen and severely damaged during the winter of 2020/2021. The broken piping will be replaced with 12" HDPA DR9 butt fused pipe. The majority of the existing 12" main is located along Oneonta Creek in a man made channel consisting of concrete floor and hand laid stone walls. The project also includes a stream crossing location in the natural creek bed section of the stream. The stream crossing includes the excavation of approximately 6.5 cubic yards of creek bed material, the installation of approximately 4 cubic yards of #2 crushed stone bedding, and approximately 2 cubic yards of gravel backfill.
