Negative Declaration
Broome County - The Town of Conklin Town Board, as lead agency, has determined that the proposed Special Permit Procedures Local Law will not have a significant adverse environmental impact. The action involves the adoption of a Local Law deleting Section 140-76 of the Town Code entitled "Special permit procedures," which will eliminate the special permit procedures in an Economic Development District Zone. The project is located throughout the Town of Conklin, new York.

Cortland County - The Cortland County Industrial Development Agency, as lead agency, has determined that the proposed Locust Solar LLC Community Solar Project will not have a significant adverse environmental impact. The action involves the construction of a 5 MW ground-mounted solar energy system consisting of approximately 23,000 freestanding modules/panels and related equipment and infrastructure on abandoned agricultural land (Project). Subsequently, the applicant modified the project scope to include: 1) a 2.732 acre access easement; and 2) construction of a pervious gravel access road within the easement to provide access to the site for maintenance and emergency first responders (Modified Project). The lead agency reviewed the reasonably anticipated environmental impacts associated with the Project as modified by the Modified Project and issued an Amended Negative Declaration on June 7, 2021. The project is located at 22 Locust Avenue Rear in Cortland, New York.

Tioga County - The Village of Owego Board of Trustees, , as lead agency, has determined that the proposed Flood Damage Prevention Amendment will not have a significant adverse environmental impact. The action involves the adoption of a Local Law Amending Chapter 117 of the Village of Owego Code entitled "Flood Damage Prevention" to delete Section 117-14(B)(3) regarding encroachments. The project is located throughout the Village of Owego, New York.

Tioga County - The Town of Owego Zoning Board of Appeals, as lead agency, has determined that the proposed Suneast Valley Solar LLC Special Use Permit 20 MW Solar Facility will not have a significant adverse environmental impact. The action involves the construction of a 20 MW solar facility by SunEast Valley Solar LLC. The project is located on Montrose Turnpike in the Town of Owego, New York .
