Negative Declaration

Ulster County - The Board of Water Commissioners of the City of Kingston, as lead agency, has determined that the proposed Transmission Main Rehabilitation Project will not have a significant adverse environmental impact. The action involves the rehabilitation of the Kingston Water Department's transmission mains, including the installation of critical valves and the repair of leaks. The project is located off Meyers Road in the Town of Kingston; New Ball Park Road in the Town of Kingston; Boices Farm, Farm to Market Road in the Town of Ulster, New York.

Conditioned Negative Declaration

Ulster County - The Town of Shandaken Planning Board, as lead agency, has determined that the proposed Aurum Hotel will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice.

The action involves an existing building revitalization and new building construction on an existing lodging property, creating a Hotel with accessory restaurant and recreational facilities, including: new construction of a 24 room boutique hotel; the main existing residence (Maidstone Lodge building) will be renovated and serve as hotel check-in and guest services, and common area for guests to relax during their visit; the northern most existing residence building will be renovated and expanded into a restaurant for Hotel guests and the general public as is typical with accessory restaurants at a hotel; the remaining existing residence will be a facility staff building; the existing lean-to in front of the spring house will be removed and replaced with a new accessory yoga room; the existing swimming pool, which is in disrepair, will be removed and filled in, a new accessory swimming pool with pool pavilion providing pool guest services, bathrooms and light food and beverage service will be constructed in its place but slightly to the south; site renovation and new construction of associated roadway, parking, landscaping, utility, stormwater management and septic facilities; and existing water supply will be utilized. The project is located at 575-585 Plank Road (Ulster County Route 40) in the Town of Shandaken, New York.

Notice of Acceptance of Draft SGEIS and Public Hearing

Westchester County - The City of New Rochelle City Council, as lead agency, has accepted a Draft Supplemental Generic Environmental Impact Statement on the proposed 2021 Downtown Overlay Zone (DOZ) Amendments. A public hearing on the Draft SGEIS will be held on July 13, 2021 at 7:00 p.m. at the New Rochelle City Hall, City Council Chambers, 515 North Avenue, New Rochelle, NY 10801. Written comments on the Draft SGEIS will be accepted until August. The Draft SGEIS is available from the City of New Rochelle City Hall, Department of Development, 515 North Avenue, New Rochelle, NY 10801 and on line at: www.newrochelleny.com/2021DOZAmendments.

The action involves updates to the Theoretical Development Scenario considered for the DOZ (2021 Modifications) to address the shift in demand away from certain commercial uses and to provide for additional residential and live/work options, as well as retail and restaurant options designed to integrate the outdoors and new outdoor recreational opportunities. The proposed action also includes the continuation of the DO Zones to the south and east to allow for development on or near a newly created publicly accessible waterfront. The proposed action includes the extension of the DOZ to add approximately 21 acres to the DO Zones through the creation of a new "Waterfront Overlay District" (DO-7 Zone). This would involve the adoption of an amendment to the New Rochelle Zoning Code and Zoning Map, which would apply to twelve (12) contiguous tax lots along the waterfront (four of which are owned by the City). The project is located in the downtown of the City of new Rochelle, New York.
