Project Description:

The applicant proposes to repave an existing driveway and parking lot which will include 5 gravel parking spots. This action will create approximately 6,739 square feet (0.15 acres) of disturbance to the 100-foot adjacent area of NYS Freshwater Wetland OL-18, Class 2. In addition, a handicap ramp, well, and holding tank will be installed on the property outside of the regulated area.

Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY0030261, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

This is a publicly owned treatment works that receives flow from domestic users. Wastewater consists of treated sanitary. The treatment plant provides tertiary treatment for a design flow of 0.10 mgd. Treatment consists of preliminary, secondary, tertiary, and disinfection. Sludge is digested and hauled for disposal. Treated sanitary wastewater is discharged via Outfall 001 to a tributary of Swan Lake, a class B(T) water.

The following changes to the permit are proposed: Updated: Cover page and permittee information, Major/sub drainage basin, Recording and reporting requirements to include NetDMR information. Changed: Reporting for ammonia to (as N). Reduced: Total residual chlorine limit. Added: Mercury Minimization Program, Schedule of Submittals to submit Short-Term High Intensity monitoring data for specific parameters, Effluent hardness, and, Submission of a Mercury Conditional Exclusion Certificate every five years.

As a result of the EBPS full technical review, a new five-year term is proposed. The permit includes updated forms and the latest general conditions. Details of changes are specified in the draft permit and fact sheet/statement of basis which may be viewed and printed from the Department web site at: http://www.dec.ny.gov/permits/6054.html. Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.
