Negative Declaration

Putnam County - The Town of Southeast Town Board, as lead agency, has determined that the proposed Local Law to Amend Chapter 138 of the Town Code, Zoning will not have a significant adverse environmental impact. The action involves the adoption of a Local Law to Amend Chapter 138 of the Town Code, Zoning for Route 22 (Proposed Action). The Town Board of the Town of Southeast recently adopted a new Route 22 Master Plan, which was an update to the 2007 Route 22 Master Plan and an addendum to the Town's 2014 Comprehensive Plan Update. Route 22 is a gateway to the Town of Southeast and a major north-south transportation and commercial corridor within the Hudson Valley Region. The Route 22 Master Plan establishes a long-term vision for the Route 22 corridor and is intended to serve as a "blueprint" for future development along Route 22. The Proposed Action would implement the zoning recommendations of the Route 22 Master Plan. These recommendations are intended to balance a healthy economic environment, with community character and natural resources protection. The project is located along the Route 22 corridor in the Town of Southeast, New York.

Ulster County - The Town of Gardiner Planning Board, as lead agency, has determined that the proposed Lumens Holdings 3, LLC - 2 MW Solar Project will not have a significant adverse environmental impact. The action involves an application by Lumens Holdings 3, LLC for site plan approval of a proposed 2-megawatt large scale solar energy system The Project is located in the Rural Agricultural District and proposes occupancy of approximately 7.3 acres of land post-construction. The project is located at 262 Libertyville Road in the Town of Gardiner, New York.

Westchester County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has determined that the proposed Philipse Manor Hall "Our Whole History" will not have a significant adverse environmental impact. The action involves a proposal to reinterpret the exhibits at Philipse Manor Hall State Historic Site, as part of the Our Whole History initiative, to bring equal presence to all of the major cultures involved in building the colonies of New Netherland and New York, and later the state of New York; to acknowledging their equal humanity, including their cultures and intelligence; and to embrace the more complex cultural interactions among New Yorkers over time, encouraging visitors to reflect and talk about positive cultural growth, alongside conflict, disparities of power and rights, racism, and discrimination. Also proposed are upgrades to improve patron accessibility, to conduct historic preservation work and building facility improvements. Improvements include construction of a two-story service wing on the west elevation featuring a two-stop elevator, electrical upgrades, Information Technology upgrades, and the restoration of interior plaster, woodwork and floors, masonry restoration, wood shingle roof replacement, exterior wood restoration with painting, site circulation improvements, plantings and seating areas, parking and improvements to the cottage. The project is located at 29 Warburton Avenue in Yonkers, New York.

Notice of Availability of Final Scope

Orange County - The Town of Goshen Planning Board, as lead agency, has made the Final Scope for the proposed Sunrise Commons/Tivoli Plaza available. The Final Scope is available from the contact listed below and on line at: www.townofgoshen.org.

The action involves a proposal by the applicant, Inter Development Corp., for two (2) mixed-use buildings consisting of seventy-eight (78) residential dwelling units and approximately 28,050 square foot of commercial use, a caretaker dwelling and a package wastewater treatment plant on a parcel located with frontage along New York State Route 17M within the Town of
Goshen. The property contains 10.5 ± acres, and is within the Highway Commercial (HC) and Commercial/Office Mixed-Use (CO) districts, and within the AQ-6 Overlay Districts. The project is located on NYS Route 17M in the Town of Goshen, New York.

Notice of Acceptance of Draft SGEIS and Public Hearing

Dutchess County - The Town of LaGrange Town Board, as lead agency, has accepted a Draft Supplemental Generic Environmental Impact Statement on the proposed 2005 Comprehensive Plan Amendment and Proposed Zoning Changes. A virtual public hearing on the Draft SGEIS will be held on July 14, 2021 at 7:00 p.m., information on how to join is available at: http://www.lagrangeny.gov/. Written comments on the Draft EIS will be accepted until July 28, 2021. The Draft SGEIS is available from the Town of LaGrange Town Hall, 120 Stringham Road, LaGrangeville, NY 12540 and on line at: http://www.lagrangeny.gov/.

The action involves the adoption of amendments to the 2005 Comprehensive Plan and amendments to the Town Zoning Map to change two (2) parcels west of the Taconic State Parkway on State Route 55 from the Town Center-Business (TC-B) District to the Commercial (C) District and 16 parcels east of the Taconic State Parkway on State Route 82 and 55 from the General Business (GB) District to the Commercial (C) District. In addition, a portion of a 68.5 acre parcel in the Residential Low Density (RLD) zoning district, approximately 0.50 acres, would be rezoned to the Commercial (C) District. A total of 19 parcels are proposed to be rezoned to the Commercial (C) District. The project is located at various parcels along NYS Route 55 and 82 in the Town of LaGrange, New York.
