Project Description:

The Department has made a tentative determination, subject to public comment or other information, to approve the application for the modification of the Air State Facility Permit for the Firth Rixson, Inc. facility (dba Alcoa Fastening Systems and Rings- Rochester Rings). The operations covered by the draft permit include production of seamless rolled rings for the gas turbine market. Firth Rixson, Inc. submitted an application for a correction to emission sources in the initial Air State Facility Permit and to cap particulate emissions below the Major Source Threshold.

The facility's potential-to-emit (PTE) for particulates exceeds the Major Source Threshold of 100 tons per year. This Modification would establish a federally enforceable emission cap limiting particulate emissions to 95 tons per year. Compliance with the cap requires the operation of existing emissions control devices to achieve 99.5% control and associated monitoring conditions are included to ensure proper operation of the control devices. The present modification (Modification 1) also includes minor corrections to facility emission sources, including the addition of Emissions source S0085 which was reviewed but erroneously excluded from the intial permit.

Persons wishing to inspect the subject Air State Facility files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the Department representative noted in this notice. State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes the installation of a utility pole and approximately 158 linear feet of underground cable resulting in the disturbance of 0.02 acres of the NYS-regulated 100-foot adjacent area of Freshwater Wetland SP-7 (Class 3), associated with the construction of a new cellular tower.
