Project Description:

The applicant proposes to modify a permit at an existing facility which has a discharge of treated wastewater through an oil water separator to surface water. No changes are being made at the facility, however the permit is being modified to bring it up to current standards. These changes include: The receiving water will be changed to nearest surface water classification, with numeric limits more protective of groundwater, pH range limit and BTX action levels will be more restrictive, and Annual Monitoring Report must now be submitted electronically.

The applicant proposes to install three no wake buoys in order help prevent hazardous conditions caused by boating speeds around the marina docks. The buoy will be anchored with an approximately 12"x14" cylinder concrete anchor. The buoys would be placed within 100 feet of their existing docks, which is a 5 mph zone per navigation law.

Project Description:

The Department has prepared a draft permit and made a tentative determination, subject to public comment or other information, to approve a renewal of the Title V permit for Hollingsworth & Vose (H&V) Easton Mill. H&V is not seeking any modifications in operations or increases in emissions. This renewal includes submission and approval of a toxic ambient impact (TIA) model demonstrating acceptable short and long-term ambient concentrations associated with formaldehyde emissions (a high toxicity air contaminant, HTAC) and compliance with 6 NYCRR Part 212. Through H&V's coating reformulation efforts and add-on control, formaldehyde emissions have been significantly reduced. To assure continuous compliance with 6 NYCRR Part 212 and limit the facility's potential to emit, obsolete formaldehyde emission limits have been replaced by more restrictive formaldehyde application rate limits.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing.
