Project Description:

The applicant proposes to construct a perimeter seawall surrounding the grounds of Lawrence High School, along with associated flood gates, pump stations, and flow dissipation aprons. The purpose of the project is to protect the facility from flooding during extreme weather events and allow the building to continue to be used as an emergency management command and control center. Discharge of stormwater to the tidal wetlands is only proposed when storms exceed a 2" 24-hour rainfall event and the capacity of the subsurface water storage chambers is exceeded. The seawall, pump stations, and flood gates are proposed to be located landward of the tidal wetlands boundary in the adjacent area of NYSDEC regulated tidal wetlands. The flow dissipation aprons are proposed within the NYSDEC regulated tidal wetlands to reduce the velocity of flow from the pump stations into the tidal waters during extreme weather events. The proposed project is located at 2 Reilly Rd in the Village of Cedarhurst, Town of Hempstead, Nassau County, NCTM # 39 - A - 529.

The Department has prepared a draft permit and made a tentative determination to approve this application for an existing discharge of 5,000 GPD of iron/manganese filter backwash water from the new upgraded filtration system for the Tobay Beach Park facility referenced above. The applicant filters iron from groundwater by pressure filtration prior to distribution. The facility discharges the iron/manganese filter backwash water, kitchen and sanitary wastewater to groundwater.

The proposed discharge is located within an area designated as a sole source aquifer. West Gilgo Beach Association, Suffolk County Water Authority, NY American Water and Massapequa Water District are the water purveyors located within a 3-mile radius of the applicant's facility. The facility is located at Ocean Parkway, Massapequa, NY.
