Project Description:

The Department has received an application for the construction of a permanent, pervious gravel access road along the right-of-way of the existing National Grid Dunkirk-Falconer 161 and 162 115kV transmission lines. The proposed access road will extend approximately 0.24 mile along an existing, abandoned railroad berm off of Moon Road in the Village of Cassadaga and will involve placement of approximately 24,100 cubic feet of stone fill. The proposed project will impact approximately 0.8 acres of the regulated 100-foot adjacent area of NYS regulated freshwater wetlands CS-8 and CS-9 but will not directly impact the wetlands. Because the proposed project will not involve direct wetland impacts or removal of woody buffer vegetation, no mitigation will be required for the project. The Department is seeking public comment prior to making a final decision on permit issuance.

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
