Project Description:

Applicant proposes to modify 32 acres of their currently approved reclamation objective by reclaiming them to two (2) manufacturing areas. Hanson Aggregates intends to utilize the manufacturing areas for the processing of C&D debris such as concrete and asphalt pavement. Manufacturing area # 1, approximately 2.4 acres, will consist of the inspection as well as weighing of incoming/outgoing loads of construction and demolition (C&D) material. Manufacturing area #2, approximately 29.6 acres, will consist of the main storage and processing area for C&D material, and will also serve as an auxiliary inspection area, when needed. This site is currently operating under a C&D processing registration (# 34W12).

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 25, 2021.

Project Description:

Applicant proposes to add on-site crushing, using a portable crusher, in order to process approximately 10,000 cubic yards of accumulated overburden per year each winter until complete. In addition, they propose to update the Life of Mine boundary from 6.5 to 9.1 acres based on a recent drone survey.

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
