Madison and Onondaga Counties - The Town of Manlius, as lead agency, has determined that the proposed Skyridge/Salt Springs Joint Water Project will not have a significant adverse environmental impact. The existing Skyridge Water District in the Town of Manlius was originally constructed in 1962 to serve a subdivision on Gulf Road and Horseshoe Lane. The Skyridge Water District was operated as a privately owned system until 1984 when the Town of Manlius, on behalf of the District, entered into an agreement with the Onondaga County Water Authority (OCWA) to operate and maintain the system. The majority of the existing infrastructure in the Skyridge Water District is in need of replacement. In addition, the existing system does not provide fire protection and experiences low water yields during drought conditions. The Town is proposing to connect the Skyridge Water District with OCWA's existing, nearby distribution system. The existing Skyridge Water District will remain. Additionally, the Towns of Manlius and Sullivan are each proposing to create a new water district to serve properties along Salt Springs Road that currently rely on private wells.

The project includes the installation of approximately 31,000 linear feet of new water main and service laterals along Salt Springs Road, Gulf Road, and Horseshoe Lane; one new booster pump station, and one new water storage tank. The existing Skyridge community wells, pump station, and water storage tank will be decommissioned and demolished. The new water main would connect to OCWA's existing water main near the intersection of Salt Springs Road and North Eagle Village Road in the Town of Manlius, and at the intersection of Salt Springs Road and Sleepy Hollow Road in the Town of Sullivan. The new infrastructure would be operated and maintained by OCWA.

The project is located along Salt Springs Road, Gulf Road, and Horseshoe Lane in the Town of Manlius, Onondaga County, New York; and Salt Springs Road in the Town of Sullivan, Madison County, New York.
