Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY0032972, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

This is a publicly owned treatment works facility that receives flow from domestic users. Wastewater consists of treated sanitary sewage via Outfall 001 to the Sylvan Lake Outlet, a class B water. The facility provides tertiary treatment for a design flow of 120,000 gpd. Treatment consists of preliminary, primary, secondary, and tertiary treatments, as well as disinfection and post aeration. Sludge is dewatered and hauled away.

The following changes to the permit are proposed: pH and Total Residual Chlorine (TRC) limits have been changed; Influent sampling requirements for pH, Settleable Solids, and Temperature have been removed; Reporting requirements for Ammonia and Carbonaceous Biochemical Oxygen Demand 5 (CBOD5) have been changed; and, a Nitrite sampling requirements has been added.

As a result of the EBPS full technical review, a new five-year term is proposed. The permit includes updated forms and the latest general conditions. Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.

Project Description:

The applicant, Rockland County Drainage Agency, proposes rehabilitation of the Demarest Kill Dam, NYS Dam ID 214-0296, to bring the dam into compliance with NYSDEC Dam Safety Regulations. The dam is located on the Trib. of West Branch Hackensack River, Water Index Number NJ-1-13-P985, Class C(T), and off of New Hempstead Road, in the Town of Clarkstown, Rockland County.

Major components of the rehabilitation include: the removal of vegetation at the upstream and downstream sides of the embankment and level / fill the dam crest to bring it above the Spillway Design Flood water surface elevation; removal of the existing spillway and the construction of a new single drop box square inlet concrete spillway to pass up to the 100-year + 50% storm event without dam overtopping. The spillway will outlet thru the embankment in a 12-ft x 7-ft precast concrete box culvert, and a 16-inch DIP low-level outlet pipe will discharge into the culvert with a gate valve to regulate flow. A steel sheet pile wall will be constructed at the downstream side of the embankment behind the existing masonry wall. The sheet pile wall will provide stability for the downstream side of the dam and to provide seepage cutoff. The masonry wall will be removed to facilitate construction of the sheet pile wall and replaced with a cast-in-place concrete wall to maintain the current aesthetics. A concrete straight drop spillway stilling basin with rip-rap stone will be constructed at the base of the culvert.

Project Description:

The permit modification is to install ventilation system upgrades, an ozone generator to address odors and make improvements to recordkeeping and maintenance procedures.

The upgrade will provide for a high volume, low density dispersion of increased makeup air mitigating odor from inside the building and preventing it from escaping outside. Exhaust in reprocessing area will exit through a series of fabric and carbon filters. The ventilation system upgrade plan was approved by the Department on March 8, 2017.

The permit also contains conditions related to keeping doors shut, bladder position inside ducts, filter inspection and changeout, carbon unit inspection and testing, and operation of ventilation system for 5 hours after the last extrusion line is shut down and specific conditions related to submission and investigation of odor complaints.

Facility is located in a severe non-attainment area for ozone. Facility is a natural minor with all emissions potential to emit below major thresholds.
