Project Description:

The Town of Clayton proposes the following changes to the existing public boat launch at the upper Landing on Grindstone Island as part of the NYS Municipal REDI program.

The existing wooden gangway, fixed dock, concrete abutments, sheet pilling and stone retaining wall will be removed. The stone from the retaining wall will be reused as rip rap on the western edge of the new boat ramp. The rip rap will extend along 30 feet of shoreline and be no more than 10 feet wide and 5 feet high.

Seven 24'Lx5'W floating finger docks will be added to a floating dock. Each finger dock will be anhored with an 8'x8'x1' concrete block.

Approximately 2,572 square feet of river bottom will be dredged to accomodate the new boat ramp at standard slope. A total of 165 cubic yards of sediment will be removed and disposed of at an upland location. The area at the toe of the ramp where rip rap will be placed will be dredged 1.5 feet while the area whre the ramp will be installed will be dredged no more than 2 feet. Exact dredging depths will vary due to differences in the depth to the existing river bottom.

Fine rip rap (21 cubic yards) will be placed at the toe of the new 114'-8-1/2"Lx28'W concrete slab ramp. The rip rap will be no more than 8'Lx4'Wx16"D. Crushed stone (96 cubic yards) will be added under the new ramp and 9 cubic yards of crushed stone will be placed along the sides of the ramp to protect the concrete slabs.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Clayton Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 13, 2021.
