Project Description:

New York City Department of Environmental Protection proposes the decommissioning and breaching of Lower Chia Lin (Camp Alamar Lower Lake) Dam, State ID# 230-4476, located off of NY Route 52 in the Town of East Fishkill, Dutchess County. Lower Chia Lin Dam impounds the Pond, Waters Index No. H-31-P 44-23-P 76-3-P 76a [Class B]; and Leetown Brook, Waters Index No. H-31-P 44-23-P 76-3 portion [Class C(TS)], is located downstream from the impoundment.

Proposed site changes involves the removal of a section of the earthen embankment and the existing spillway, and a trapezoidal wedge will be cut roughly 48 feet wide at foundation, and 10.5 feet high. The lake will be lowered using the low level outlet and/or pumped/siphoned down and maintained prior to and during construction. The seasonal stream will be returned to pass through the wedge upon completion of the project.

Project Description:

Permits for this facility include an existing, operational, permitted mine, groundwater withdrawal for quarry dewatering and dust suppression, and industrial surface discharge of stormwater, process water, and groundwater. The applicant proposes:

  • deepening the approved final floor elevation of the mine in the North Quarry pit from 290 feet above mean sea level to 190 feet above mean sea level.
  • increasing the permitted maximum groundwater withdrawal for quarry dewatering from 576,125 gallons per day (gpd) to 1.16 million gallons per day.
  • increasing the existing discharge from Outfall 002 of process wastewater, stormwater, and groundwater from dewatering to an unmapped tributary to Woodbury Creek [Class C(ts)] from a daily average of 209,520 gpd to a monthly average of 1.14 mgd; the Outfall 001 discharge of 480 gpd sanitary waste to groundwater is unchanged; the effluent limits of Outfall 002 and the stormwater discharges in Outfall 003 have been updated to reflect the proposal and current standards.

The applicant proposes to stabilize an eroded section of streambank. This action will create approximately 950 linear feet of stream disturbance to West Branch Neversink Creek [Water Index Number D-1-83, class C(T)]. The project will utilize root-wads, bioengineered riprap, and bioengineered soil lifts. In addition, the project will restore a horse trail/maintenance road that runs alongside the streambank. The project is located approximately 0.3 miles southwest of the Frost Valley YMCA entrance on Frost Valley Road.

Project Description:

The applicant has requested a Permittee-Initiated Modification (PIM) of their SPDES permit for an existing discharge of up to 55 million gallons per day (MGD) to the Hudson River of cooling water for processes related to electrical generation; the modification has been subjected to full technical review in accordance with EBPS. Modification of the SPDES permit is required for the proposed replacement of the existing 2.0mm slot width wedge wire screens with new 0.75mm slot width screens with a design through-slot velocity of less than or equal to 0.5 feet per second. The change is in accordance with DEC Policy CP-#52, Best Technology Available (BTA) for Cooling Water Intake Structures (CWIS) for minimize entrainment and entrapment of aquatic organisms. The project is at the applicant's facility located at 1 Charles Point Avenue, in the City of Peekskill, Westchester County.

Also included in the application is a request for reissuance of the previously-issued Water Withdrawal Non-Public permit which lapsed 06/30/2018 and modification for the change in intake design. Lastly, an Excavation and Fill permit and Water Quality Certification has been requested for the placement of a proposed ~163 cubic yards of material below mean high water, with a footprint of 6,072 square feet, and consisting of four airburst system pipes running in parallel, secured by concrete saddle anchors and articulated concrete mattresses.
