Negative Declaration

Herkimer County - The Town of Frankfort Town Board, as lead agency, has determined that the proposed Local Law Regulating certain Solar Energy Systems and Equipment will not have a significant adverse environmental impact. The action involves the passing of a local law by the Town of Frankfort Town Board to regulate the installation and use of solar energy generating systems and equipment within the Town of Frankfort (Town). The local law implements substantive siting requirements for such solar facilities in a manner that reduces or mitigates adverse impacts from proposed solar facilities. The Town's objectives in passing this local law include encouraging renewable energy development, decreasing residential and commercial energy costs, increasing employment and business development in the Town, mitigating potential impacts of future solar projects on environmental resources, and developing standards for the safe and orderly installation of solar facilities that maintain the character of the Town. The project is located throughout the Town of Frankfort, New York.

Lewis County - The Village of Castorland, as lead agency, has determined that the proposed Wastewater Treatment Facility Improvements Project will not have a significant adverse environmental impact. The Village of Castorland owns and operates a wastewater treatment facility (WWTF) and a sanitary sewer collection system that serves developed properties throughout the Village. Currently, the WWTF utilizes two aerated lagoons to treat sanitary sewage, and treated effluent is discharged to the Black River. As part of their State Pollutant Discharge Elimination System (SPDES) permit, the Village is required to implement effluent disinfection at the WWTF, which will include the construction of a chlorine tablet feeder, chlorine contact tank, two new manholes, and associated site piping. The project is located off of State Route 410 in the Village of Castorland, New York.
