Pursuant to the Environmental Conservation Law sections 3-0301, 11-0303, 11-0305, 11-1301, 11-1303, and 11-1319, the New York State Department of Environmental Conservation (NYS DEC) hereby gives notice of the following:

Notice of Adoption to amend 6 NYCRR Part 10, Sections 2 and 3. These revisions are in regard to eliminating special 10 inch and "any size" minimum size regulations for black bass in rivers and lakes and making them consistent with the general statewide 12 inch minimum size regulation. This notice will be published in issue 17 of the State Register, dated April 28, 2021.

New York State Thruway Authority Announces Public Review Period for Draft Annual Report for GP-0-015-003

This notice announces the availability of the Draft Annual Report prepared by the New York State Thruway Authority (NYSTA) pursuant to the New York State Department of Environmental Conservation (NYS DEC) State Pollution Discharge Elimination System (SPDES) General Permit of Stormwater Discharges from Municipal Separate Stormwater Sewer Systems (MS4), GP-0-015-003. The Draft Annual Report documents activities related to the NYS TA's Stormwater Management Program during the Reporting Period of March 10, 2020 to March 9, 2021. The NYSTA is making this draft document available for public comment for a period of 28 days, ending May 26, 2021. Interested parties may provide their comments to the NYSTA via e-mail, phone, or mail to be considered in finalizing the documents.

Background:
SPDES General Permit for Stormwater Discharges from Municipal Separate Stormwater Sewer Systems (MS4), GP-0-015-003, requires that agencies or municipalities identified as Regulated Small MS4s must develop a Stormwater Management Program to address six Minimum Control Measures.

State Pollutant Discharge Elimination System (SPDES) General Permit for Point Source Discharges to Surface Waters of New York from Pesticide Applications

Permit No. GP-0-21-003

The New York State Department of Environmental Conservation (NYS DEC) is making the draft renewal of the SPDES General Permit for Point Source Discharges to Surface Waters of New York from Pesticide Applications (GP-0-21-003) and Fact Sheet available for public review. The Pesticide SPDES General Permit (PGP) will authorize point source discharges to, in or over surface waters of New York State from the application of New York State registered pesticides labeled for aquatic uses in accordance with Environmental Conservation Law and the Clean Water Act.

State Environmental Quality Review (SEQR): Project is not subject to SEQR because it is a Type II Action.
