Project Title: The Windover Corporation

Location: Windover Lake in the Town of Johnsburg, New York.

Project Description: The project involves two, 4.5 foot overwinter drawdowns of Windover Pond for purposes of sediment compaction and management of nuisance native vegetation. The first drawdown is proposed to occur between 2021 and 2023, while the second drawdown is proposed to occur three to six years after the first drawdown. The drawdowns are proposed to be undertaken as previously permitted by the APA under Permits 99-263 and 99-263A.


Negative Declaration

Clinton County - The Village of Champlain, as lead agency, has determined that the proposed Wastewater Treatment Facility Improvements Project will not have a significant adverse environmental impact. The Village of Champlain owns and operates a wastewater treatment facility (WWTF), one wastewater pump station, and a sanitary sewer collection system. The majority of the Village WWTF infrastructure is over 25 years old, and many components are in need of an upgrade. Additionally, the Village is required to implement effluent disinfection at the WWTF in accordance with recent New York State Department of Environmental Conservation (NYS DEC) regulatory changes. The Village is proposing to add ultraviolet (UV) disinfection to the WWTF, which will include the construction of UV disinfection equipment, associated site piping, and a pole barn at the existing WWTF site. In addition, the project includes the following upgrades to the existing WWTF infrastructure: a new influent screen, modifications to the grit removal system, replacement of valves at the aeration/digestion tanks, minor concrete repairs between the aeration/digestion tanks, modifications to the phosphorus addition equipment, rehabilitation of the final clarifiers, replacement of the belt filter press and sludge drying beds, and a plant SCADA alarm/monitoring system. The upgrades will be constructed within the existing WWTF footprint. The project is located off of River Street in the Village of Champlain, New York.

Franklin County - The Franklin County Industrial Development Agency, as lead agency, has determined that the proposed Tupper Lake Crossroads, LLC Hotel and Restaurant Facility will not have a significant adverse environmental impact. The action involves the demolition of certain existing improvements on property located at 129-133 Park Street, as well as 62-64 Lake Street, and 7-9 Mill Street each in the Village of Tupper Lake, New York and the design, construction and operation of a hotel, restaurant facility including 44 hotel rooms, a bar meeting room, fitness area and other related amenities, site work, exterior access and egress improvements, signage, etc.
