Project Description:

The Department has prepared a draft permit and made a tentative decision, subject to public comment or other information, to issue to Trivium Packaging US, Inc. a renewal of their State Facility Permit authorizing the continued operation of the can end manufacturing plant, including modified processes as described below.

Trivium manufactures can ends from aluminum or steel sheets for use in a variety of products, including food packaging. The process involves the application of coatings that are subject to DEC's surface coating regulation.

Two lines manufacture EZ open can ends (Lines 1 and 2). A crown shell press converts metal stock into shells, after which a water-based compound is applied to the inside of the can end to form a gasket. This coating is dried in an oven and emits ammonia. A score is then created in a conversion press and a pull tab is affixed. To prevent the scored area from corrosion, a repair coating is applied. This coating is either a compliant oil or a non-compliant lacquer. Emissions from the non-compliant lacquer is exhausted to a thermal oxidizer. The permit is being modified to allow Line 1 to use lacquer repair and Line 2 to use oil score repair, so that both lines will be able to use both lacquer and oil for score repair for ease and flexibility with manufacturing demands.

Three lines make Sanitary can ends. The process involves a shell press, application of a liner seal compound; testing and packaging. The liner seal coating emits ammonia, which is released into the plant via fugitive emissions.
Both can lines use a videojet printer to print a code on the can end. VOC emissions are released into the plant via fugitive emissions.

Project Description:

The facility will convert an existing barn into a small brewery with tasting area including a 55-seat banquet room area. The applicant proposes to construct and operate a groundwater discharge elimination system for the disposal of brewery and sanitary wastewater. Brewery waste will be sent to a 1,500-gallon septic tank, which will then flow into the sanitary septic tank, which will discharge to a shallow absorption trench system leach field. This waste will be monitored for BOD, pH and TSS prior to discharge into the septic system. Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.

Project Description:

The Novelis Corporation proposes to construct of a new 16-inch diameter water main and associated building structures to enhance the water supply to the Novelis Plant. The new watermain will run within the pavement area of Alcan Road, and will connect to a public water supply line on Route 1A. A new building containing a backflow valve and water meter will be constructed within the regulated adjacent area to NYS Freshwater Wetland OE-27. The project will result in 3,519.91 square feet of permanent disturbance and 2,358.65 square feet of temporary disturbance to the 100-foot adjacent area of Freshwater Wetland OE-27. Erosion and sediment controls will be required to prevent a discharge into the regulated wetland and waterbody.
