Project Description:

Rensselaer County is proposing to redevelop the Matcha Lane site in the Town of North Greenbush to construct a new County Emergency Services Training Complex. The complex will include a new Emergency Operations Center and Classroom Building, Training Simulator, and Search and Rescue Maze. Required site work will include stabilization of approximately 220 feet of the west bank of the Wynants Kill, a new chain link security fence surrounding the complex with two 24-foot wide slide gates on Macha Lane, one new above-ground propane tank, a new emergency standby generator, new utilities and natural gas line, paved parking, and stormwater management facilities. The site will access an existing public water main on Macha Lane and a new grinder pump station will convey sanitary sewage to the existing Wynants Kill Trunk Sewer. A sewer district extension will be required. The project will require a use variance along with three area variances from the Town of North Greenbush. The entirety of the project site is within the 100-year floodplain (Zone A2) of the Wynants Kill. Proposed impacts to state-regulated Freshwater Wetland AP-27 including the 100' Adjacent Area total approx. 1.87 acres, and proposed impacts to the Class B(T) Wynants Kill total approx. 220 linear feet. The project will result in a net increase in impervious area of approximately 1.3 acres. A stormwater pollution prevention plan will be prepared.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Rensselaer County

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 29, 2021.
