Project Description:

The Suffolk County Department of Public Works, Division of Vector Control has applied for a new NYSDEC Article 24 Freshwater Wetlands permit to continue to apply larvicides as part of their overall mosquito management program. Application of larvicides throughout Suffolk County for mosquito control is one aspect of an overall program including prevention, surveillance, public education, water management and adulticiding. This authority to apply larvicides will be exercised in accordance with the Suffolk County Vector Control & Wetlands Management Long Term Plan and the NYSDEC Article 24 Freshwater Wetland permit.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The Town of Islip proposes to expand its Bay Bottom Licensing Program for Aquaculture to include a third phase consisting of 1,569 acres of underwater lands in central Great South Bay located off Nicoll Point (Heckscher State Park) about 2,800 feet from shore. The proposed expansion area would consist of 134 ten-acre parcels separated by 60-foot wide navigation channels. The area consists entirely of underwater lands under the jurisdiction of the Town of Islip. Once authorized, the Town of Islip will be able to license these underwater lands for commercial aquaculture activities. Before becoming operational each parcel licensee would require an Article 13 Shellfish Culture Permit and Article 15 Protection of Waters Permit from the NYSDEC.
