Project Description:
As part of the Regional Dredging Management Plan component of the Resiliency and Economic Development Initiative (REDI), the applicant proposes to dredge Long Pond Outlet, approximately 0.11 acres, to a depth of +242.5 feet, IGLD85 (-0.8 feet, LWD).This will result in the removal of approximately 300 CY of material. With the 1-foot allowable overdredge and allowance for removal of material that sloughs off the side slopes during dredging, up to 810 CY of material will be removed from the outlet for this project. All dredged material will be placed in a nearshore placement area (approximately 1.36 acres) to the east of the outlet at elevations not to exceed +238.0 feet, IGLD85 (-5.3 feet, LWD). The project area is located the Town of Greece, Monroe County, New York.

Project Description:
To provide protection and improvement against flooding, the applicant proposes to install a closed stormwater drainage system to either side of the roadway and eliminate cross connnections along Lakeshore Dr from 225 feet north of North Shore Dr to Braddock Bay State Park. Stormwater will be conveyed to Lake Ontario via 12 drainage outfalls, each equipped for pumping during high water. The project includes installation of laterals with cleanouts for all 106 tax parcels adjacent to the project. Regulated activities include the excavation of 2,324 square feet, and approximately 5,000 square feet of fill, below mean high water level of Lake Ontario and related disturbances within the previously disturbed adjacent area of regulated Freshwater Wetland GR-17.

Project Description:
U S Salt Corp has submitted an application for renewal of its Title V Facility Permit for its Watkins Glen Refinery, located on Salt Point Road in the Town of Reading. The facility produces and packages salt from nearby brine production operations. The facility emits air contaminants from salt dewatering, drying, processing, and packaging operations from three natural gas fired boilers with two of them able to fire oil. The Title V Facility Permit was originally issued November 2, 2000, was renewed in 2006 and again on March 29, 2016. The three gas and oil fired boilers still maintain 6NYCRR Part 227-2 NOx RACT limits adopted in 2010. A previously permitted fluidized bed biomass boiler is no longer operational and has been removed from the permit.
The Watkins Glen Refinery meets the definition of a major stationary source in 6 NYCRR Part 201-6, and is required to maintain a Title V Facility Permit, due to potential emissions of PM and PM10, of over 100 tons per year each.
In response to the application, the Department has generated a Draft Title V Facility Permit for renewal, and has made a tentative determination to issue the Draft Permit, subject to public review and comment.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
