Project Description:
The applicant requests reauthorization with a proposed discharge of 6,000 gallons per day of treated sanitary wastewater from Outfall 1 and 1,680 gallons per day of treated process wastewater mixing with 1.4 MGD of stormwater from Outfall 2 to a Tributary to the East Branch of Wappinger Creek, a class B[T] waterbody. A new wastewater treatment plant will be constructed for the headquarters, new forensics building, and dog kennel.
The applicant also proposes to disturb approximately 57,308 square feet of the state regulated 100 foot adjacent area of NYS Freshwater Wetland SP-68, Class 2 in order to construct this new forensics building along with various other site improvements.

Project Description:
Rockland County proposes to continue treatment of stormwater catch basins, ditches, sewerage treatment plants and other mosquito breeding sites located within NYS Freshwater Wetlands and their respective 100 foot adjacent areas throughout Rockland County with larvicides to prevent the transmission of West Nile Virus and other mosquito borne illness. Treatments within NYS Freshwater Wetlands will be restricted to larvicides with the active ingredients of Bacillus sphaericus and Bacillus thuringiensis, subsp. israelensis. Treatments within the 100 foot adjacent areas will include products with the active ingredients listed above as well as those products with methoprene as the active ingredient.

Project Description:
The applicant proposes to renew and modify the Solid Waste Management permit for the Ulster County Resource Recovery Agency Transfer Station located on Route 32 in the Town of Ulster. The facility was first permitted by the Department in 1996, and currently operates a transfer station for Municipal, Commercial and Institutional Solid Waste (MSW) and Construction Demolition Debris (C&D). The maximum combined rate of 650 tons per day and 3,900 tons per week remains unchanged. Proposed modifications include an increase of source separated organic waste for composting to 2,500 tons per year, and the acceptance of up to 20 tons of animal carcasses per year. Physical modifications to the facility include the construction of a 36' x 36' building containing an 18' x 36' compost bagging room, and an 18' x 36' educational viewing room. Hours of operation for processing will change from 5:00 AM to 8:00 PM Monday - Saturday to 5:00 AM to 9:00 PM Monday - Saturday.
