Project Description:
Maine Avenue is proposed to be overlaid with a new 1.5 inch layer of pavement and some portions a full replacement of the existing asphalt. In addition, new concrete sidewalk and bioswale is proposed to be constructed on previously undeveloped land. This proposed project is located along Maine Avenue, Rockville Centre, NY 11570.
On Nassau Street, new sidewalk is proposed to be constructed. New amenities including benches, light posts, and bike racks are also proposed to be installed. Project Description:
Applicant proposes to renourish approximately two miles of shoreline at Tobay Beach with material dredged from the Fire Island Inlet as authorized under a separate permit, #1-4720-00747/00003. Up to 217,000 cubic yards of sand is proposed to create a berm at elevation 9.5 NGVD 1929 with approximately 28,000 cubic yards of sand proposed seaward of mean high water in a tidal wetlands area known as littoral zone. The project is located within a New York State regulated Coastal Erosion Hazard Area and the purpose of the project is to restore natural longshore transport of sand along the barrier islands with the goal of beach renourishment. The two-mile area of proposed fill is located along the Atlantic Ocean coastline between the eastern extent Jones Beach State Park and the western extent of the Town of Babylon boundary.

Project Description:
The applicant proposes to conduct a dredging and beach nourishment project coupled with reestablishing Coastal Protective Features (CPF) all associated with the first contract (Contract 1) to be implemented under the Fire Island Montauk Point (FIMP) Hurricane and Storm Damage Reduction project. Comment on this Notice is strictly limited to Contract 1 described below.
The FIMP project will ultimately involve hurricane protection and beach erosion control measures along five reaches of the south shore of Long Island between Fire Island Inlet and Montauk Point spanning a distance of approximately 83 miles over a 30-year period. Contract 1 specifically involves inlet sand bypassing of Fire Island Inlet to reestablish the natural longshore transport of sand along the Fire Island barrier island. The inlet channel, the eastern deposition basin, and ebb shoal will all be dredged removing a total volume of 1.5M CY of sand. The sand dredged from these areas will be placed along Gilgo Beach and at Robert Moses State Park in berms with a design width of 90ft. The beach and dune fill on the Atlantic shorefront will provide protection to the mainland and barrier island by reducing the potential for breaching and overwash of the barrier island.
The two CPFs in Contract 1 are designed to help reestablish the cross-island sediment transport processes and floodplain function of the coastal system and also provide habitat for protected species. CPFs1 and 2 (Democrat Point West and East) include devegetating approximately 106 acres and 17.5 acres respectively, and regrading those areas to establish slopes and elevations that will provide nesting and foraging habitat.
The project is located within, and in areas adjacent to Tidal Wetlands and Coastal Erosion Hazard Areas associated with Fire Island Inlet, Robert Moses State Park, and Gilgo Beach.
The applicant, in partnership with New York State Department of Environmental Conservation (NYSDEC), announced the availability of the FIMP Draft Hurricane Sandy General Re-evaluation Report (DGRR) with the Draft Environmental Impact Statement (DEIS) for the entire project including Contract 1 on July 19, 2016. These documents were coordinated with federal, state and local agencies and the public. Public review of the DGRR/DEIS was completed on October 19, 2016 and the Final Report included all public comments and responses. State and agency review of the Final GRR/EIS was completed on 23 March 2020 and the Record of Decision was signed on September 25, 2020 completing the National Environmental Policy Act (NEPA) record. DEC has accepted the NEPA record and associated documents to comply with the requirements of the State Environmental Quality Review Act.
