Request for Proposals (RFP) for the Transportation of Solid Waste to the Oneida-Herkimer Landfill for Oneida-Herkimer Solid Waste Management Authority
Pursuant to New York State General Municipal Law, Section 120-w, the Oneida-Herkimer Solid Waste Authority hereby gives notice of the following:
The Oneida-Herkimer Solid Waste Authority (OHSWA) desires to procure an agreement for 5 years beginning October 24, 2021 for transportation of non-recyclable waste from 2 transfer stations to the Oneida-Herkimer Landfill, Ava, NY. Responses to the RFP must be received by 1:00 p.m. on 4/14/2021.

Negative Declaration
Herkimer County - The Town of Manheim Planning Board, as lead agency, has determined that the proposed Lapp Solar Energy Project will not have a significant adverse environmental impact. The action involves the construction of a 5 MW ground-mounted solar energy facility and related access, security and utility infrastructure on a portion of previously cleared farm field and forested land. Upon, completion, the proposed project will provide renewable power to the existing electrical grid via an interconnection point along State Route 170A. The project is located at 526 State Route 170A in the Town of Manheim, New York.

Herkimer County - The Town of Manheim Planning Board, as lead agency, has determined that the proposed SunEast Grassy Knoll Solar LLC will not have a significant adverse environmental impact. The action involves a proposal by SunEast Grassy Knoll Solar LLC to construct an approximately 20 MW solar photovoltaic array system (Project). The project will consist of ground-mounted, solar photovoltaic panels in a tracking configuration. The construction of the system will involve driving posts approximately 6 to 10 foot into the ground, or at depths appropriate for frost conditions, every 12 to 16 foot intervals and mounting panels racks to the post. The solar array system will consist of 62,019 modules and occupy 111.49 acres of the approximately 476.95 acre project site. Two access roads will be constructed off of Burrell Road. The project is located at near the intersection of Sabin Road and Burrell Road in the Town of Manheim, New York.

Jefferson County - The Village of Sackets Harbor Planning Board, as lead agency, has determined that the proposed 213 West Main Street Site Plan Review will not have a significant adverse environmental impact. The action involves a request by the Applicant for a Site Plan for a change in use to a restaurant and adding two signs. The project is in the Village Core, the Historic Overlay and National Register Districts and therefore, requires Site Plan Review under the Zoning Law of the Village of Sackets Harbor. The project is located at 213 West Main Street in the Village of Sackets Harbor, New York.
