Project Description:

Extend the Town's municipal water main along Bush Road, Hinds Road, Route 342, Route 12, Teal Drive, Route 12E, Murrock Circle, Wayside Drive, Lane Road, Plank Road, Gould Corners Road, and Brown Road. Portions of the existing water main will be replaced along State Route 342, State Route 37, and US Route 11 as well. The infrastructure updates will improve the operational efficiency of the Pamelia Water System and extend its reach of service to new customers.

Instillation will require open trench excavation in 28 wetlands, resulting in approximately 0.5 acres of temporary wetland impacts - 0.465 acres of impact in Federally regulated wetlands and 0.004 acres of impact to State regulated wetlands. Approximately 1,611 linear feet of water main will be installed within the 100 foot buffer of State regulated wetlands, resulting in temporary impacts to the wetland buffer. A total of 14 streams will be crossed using open-cut trench excavation, totalling 149 linear feet of temporary stream impacts.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Pamelia Town Board

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 08, 2021.

Project Description:

DEC received an application for the withdrawal of water above the permitting threshold in 6 NYCRR Part 601 for irrigation and potable use at the above referenced facility. The water withdrawal system consists of a 250 gallons per minute (GPM) capacity pump in spring-fed/runoff supply pond used for irrigation or greens and fairways on the golf course; and 10 GPM pump in well for clubhouse potable water. The facility is requesting a maximum taking of 281,818 gallons per day.
