Prior Notice:

On September 9, 2020, the New York State Department of Environmental Conservation (NYS DEC) issued a Notice of Complete Application in the Environmental Notice Bulletin with subsequent publication in the Observer Review and Express on September 16, 2020. Public comments were originally due October 1, 2020.

Current Notice:

This notice serves to provide the public notification of the extension of the public comment period until April 8, 2021.

Project Description:

County Line MRF LLC proposes to build a 10,575 square foot materials recovery facility that would accept municipal solid waste (MSW), construction and demolition debris (C&D) and source-separated recyclables, with a maximum daily thoughput of 500 tons per day. The facility will include waste storage areas, a truck weighing scale, trailer staging area and an onsite wastewater storage tank, and a building for handling and storage of waste materials that will also have areas for office space.

Negative Declaration

Ontario County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Spallina West Bloomfield Pit Modification will not have a significant adverse environmental impact. The action involves a proposal by the applicant to 50 acres to the Life-of-Mine (LOM) and 20 acres to the permitted term area, resulting in a new total LOM of 251.7 acres and a new permitted term area of 73.3 acres. No other modificaitons are proposed at this time. The project is located at 8222 NYS Route 5 and US Route 20 in West Bloomfield New York.

Steuben County - The New York State Energy, Research and Development Agency (NYSERDA), as lead agency, has determined that the proposed Thurston Ridge Solar Farm will not have a significant adverse environmental impact. The action involves the construction of a 5.0 mW (AC) Solar farm on a 407.25 acre parcel of land. The proposed solar farm will be constructed on approximately 21.6 ± acres (fenced area). The project is located 3905 Lewis Road in the Town of Thurston .

Steuben County - The Town of Dansville Planning Board, as lead agency, has determined that the proposed NY Arkport Crossett Road Solar LLC Solar Farm will not have a significant adverse environmental impact. The action involves the construction of a 4.8 megawatt ground-mounted solar farm and associated electrical appurtenances. The solar photovoltaic (PV) system is proposed for installation within an approximate 33 acre site. The solar array will be surrounded by a 6 foot high chain link security fence with a single gate and an access road connecting to Eveland Road to provide site access. The project is located at 835 Crossett Road in the Town of Dansville, New York.

Steuben County - The Town of Hornellsville Zoning Board of Appeals, as lead agency, has determined that the proposed Canisteo Solar 1, LLC will not have a significant adverse environmental impact. The action involves a proposal by Nexamp, Inc. for the plans for the installation of an estimated 5 MW solar array to be installed on approximately 22.4 acres of agricultural land on one parcel totaling approximately 218 acres. Activities include the installation of an estimated 5 MW ground-mounted solar energy system consisting of a total of 13,600 ± freestanding modules/panels, new electrical equipment, and accessories including approximately 3,500 linear foot of electrical line and concrete pads containing transformer equipment. The maximum depth of excavation will not exceed 4 foot, but the helix screws (or H-piles) of the solar tables will be installed at a depth of approximately 8 to 10 foot. No tree clearing is anticipated, and only approximately 0.7 acres of new impervious surface will be created as a result of this project. This project description is based on currently available information and may change. The purpose of this project is to generate clean, renewable energy for local residences and businesses. The project is located at located at 6253 County Road 64 in the Town of Hornellsville, New York.
