Project Description: The project involves an 11 lot subdivision of 233.7 ± acres, creating two lots with existing development (a 3.2 acre lot with a single-family dwelling and an 79.7 acre lot with a commercial use, "Heroux Construction") and nine vacant building lots (seven lots with 6.1 to 9.5 acres, one lot with 31.7 acres, and one lot with 65.7 acres). Also, after-the-fact authorization of a twelfth, 2.76 acre lot with an existing single-family dwelling. Portions of the property are within 1/8 mile of the Ha-De-Ron-Dah Wilderness or within 1/4 mile of the Middle Branch Moose River and/or contain wetlands.


Negative Declaration and Public Comment Period

Herkimer County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Flatrock Mountain Conservation Easement Draft Recreation Management Plan will not have a significant adverse environmental impact. The action involves a proposal by NYS DEC to implement the recreational rights held by NYS DEC on the 511 acre property. These proposals include: approximately 0.5 miles of multiple use hiking, mountain biking and skiing recreational trail; 0.7 miles of new snowmobile trail, also open to hiking and mountain biking; construction of a new lean-to near the top of Flatrock Mountain; designation of an existing logging road and snowmobile trail as CP-3 routes for ATV use by people with mobility impairments who hold a Motorized Access Program for People with Disabilities (MAPPWD) permit; construction of two accessible parking spaces along with a nearby informational kiosk; and construction of a three-car parking lot at the trailhead for one of the new trails off Minnehaha Road. The project is located in the Town of Webb, New York.

During the New York State's continued response to COVID-19, NYS DEC is not holding an in-person public meeting. Negative Declaration

Jefferson County - The Town of Watertown Town Board, as lead agency, has determined that the proposed Amended and Restated Chapter 107 of the Town of Watertown Code, Zoning will not have a significant adverse environmental impact. The action involves the adoption of an Amended and Restated Zoning Law to make certain amendments to the Town of Watertown Zoning Law including, but not limited to Manufactured Homes, Domestic Livestock, Domestic and Wild Animals Administration and Enforcement, Solar Energy Systems and Battery Energy Storage Systems. The project is located throughout the Town of Watertown, New York.
