Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY0020494, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

This is a publicly owned treatment works that receives flow from domestic users. Wastewater consists of treated sanitary sewage, discharged through Outfall 001 to Mill Creek, a Class C water. The treatment plant provides secondary treatment for a design flow of 1.1 MGD. Current treatment consists of a manual bar screen, aerated grit chamber, activated sludge aeration tanks, and final clarification. Sludge is digested aerobically, dewatered by a with a belt press, and hauled to a regional landfill.

The following changes to the permit are proposed: revised the discharge class from 07 to 05; revised effluent limits for pH, Ammonia, and Total Residual Chlorine (TRC); increased the sampling frequency for pH, Temperature, Settleable solids, and TRC; converted BOD to equivalent CBOD effluent limits; new effluent limits and monitoring requirements for Dissolved Oxygen (DO), Ultimate Oxygen Demand (UOD), and Mercury; new monitoring requirements for Total Kjeldahl Nitrogen (TKN) and Copper; new Whole Effluent Toxicity (WET) action levels and monitoring requirements; new mercury minimization program requirements; new requirement to perform biennial pollutant sampling; revised the Compliance Schedule extending effluent disinfection requirements and new requirements to achieve final effluent limits for Ammonia, DO, and UOD; new Schedule of Submittals for deliverables required by the permit.

As a result of the EBPS full technical review, a new five-year term is proposed. The permit includes updated forms and the latest general conditions.

Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8. Refer to this application by application number listed above and SPDES Number NY0020494.

Project Description:

Reconstruction of Marcy SUNY-IT Parkway, also known as Edic Road, in the Town of Marcy, Oneida County, to allow for better line of site and safety. Proposed project will result in 688.6 linear feet of permananet disturbance to unprotected streams and 0.93-acre of federally regulated wetlands. Temporary impacts associated with the road reconstruction and water line reconfiguration will result in 39.5 linear feet of unprotected stream disturbance and 0.011-acre of federally regulated wetland.
