Project Description:

The applicant proposes to operate a new 13.5-acre Life of Mine sand and gravel mine, on a 19.5 acre parcel along the west side of NYS Route 22. An existing shop used by the applicant for a Tree & Land Management business exists at the south end of the site. The proposed excavation will produce construction aggregates as well as create temporary round-wood storage space for the applicant's forestry business. Onsite processing of aggregate utilizing a portable screener and portable crusher is proposed to operate for a maximum of 30 days per year. There will be no excavation below the groundwater table, and no processing of wood onsite.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant is proposing to install a new raw water delivery line from the Tomhannock Reservoir to the City of Troy Water Treatment Plant. The current proposal includes the installation of approximately 23,000 feet of twin 36-inch ductile iron mains from the Troy Water Treatment Plant to approximately Church Street in the Town of Schaghticoke. The purpose of the project is to provide a redundant source of water conveyance to the City of Troy Water Treatment Plant. The raw water delivery line will follow the former Boston and Maine Railroad bed.

Approximately 6410 feet of 36" Ductile Iron Pipe, 220 feet of 30" Ductile Iron Pipe, and 4,630 cubic yards of bedding material are proposed to be installed into streams or wetlands by open-cut trench construction methods. Three culvert replacements (#8, #11, #13) are also being proposed as part of this project. Specific culvert replacement details are as follows:

Culvert #8
- Replace existing 36" concrete box culvert with a 36" PVC round pipe. Embankment will be regraded to 2'H:1'V in the vicinity of the new culvert.
Culvert#11 - Replace existing 18" x 42" concrete box culvert with a 24" PVC round pipe. Embankment will be regraded to 2'H:1'V in the vicinity of the new culvert.
Culvert #13 - Replace existing 24"x48" concrete box culvert with an 18" PVC round pipe. Embankment will be regraded to 2'H:1'V in the vicinity of the new culvert.

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
